COUNCIL STUDY SESSION MINUTES
February 4, 2014
2:00 p.m.
Minutes of a regular Council Study Session held at the City Council Chambers, February 4,
2014.
Present: Mayor Kevin England, Council Members: Josh Ellis, Ryan Lewis, Brent Marshall,
Kermit Morrison, Attorney Thomas Holmes, City Clerk Rich Morgan.
The study session was called to order at 2:00pm by Mayor Kevin England.
Dell Road Reconstruction.
Steve reminded the council of the details surrounding the Dell Rd. reconstruction project
including the requirement by city code, that those residents along the road will be required to
connect to the city waste water collection system. Also Steve explained the options previously
discussed and reminded the council of the open house planed for Wednesday February 5, 2014.
There was discussion to clarify the costs and fees associated with project. There was discussion
among the council on the total cost estimate for the residents, how the fees will be imposed and
collected, the required time frames available and the different combinations of options the
council could consider. Concerning the fees and requried hook-up by residents, the council is
pursuing the option of waiving the City's $1,000 hook-up fee if the resident is connected within
the required 90 days. Otherwise the City would allow a grace period until July 1, 2015 for hook-
up, however, the resident in that situation would be required to pay the City's connection fee.
III -A withdrawal September 30, 2014.
Rich Morgan reminded the Council of the contractual agreement between the III -A and the City
of Chubbuck. The Joint Powers Agreement (JPA) the City signed with the III -A required a full 3
years of participation with the III -A. The City's position on the 3 year commitment is that
September 30, 2014 fulfills the requirement. The III -A's position is that the three year
commitment is through September 30, 2015. In May of 2013 a letter was sent from the City to
the III -A explaining the City's position. There has been no acknowledgment of the letter.
Timely notice of withdrawal from the III -A has to be given by July 1, 2014. The Council would
like to know what other insurance providers can do for the City before deciding on the
withdrawal. Rich will have Mark Semons at the next study session.
Fiscal Year 2015 Budget (FY15).
Rich reviewed the budget calendar with the council including the latest dates possible in passing
the tentative budget, publishing the tentative budget and holding the public hearing. There was
discussion on dates for passing, publishing and the public hearing that mirrored a more
aggressive time frame that would include July and August. The council will pursue the later.
The City will need to notify the County of its public hearing date by April 30, 2014 so we are not
locked in until then.

Dates and Times of Council Meetings.
Mayor Kevin England presented to the council the idea of changing the day and time the City
holds council meetings. The days discussed were Tuesday, Wednesday and Thursday. The time
frames discussed were 5:30 pm up through the current time of 7pm. This will be brought up at
the next council meeting for further discussion and action.
Paperless Council Packets.
Rich followed up with the council on how the paperless council packets worked for the council
meeting held January 28, 2014. There was some discussion on providing the council with an
electronic device such as a notebook to help facilitate communications between the council and
the City including council packets and emails. Rich will ask Andy Despain the City technology
employee to look into the cost of providing the council with something like a notebook.
Portneuf Wellness Complex.
The Portneuf Foundation is planning an outdoor wellness complex on the corner of Olympus
Drive and Chubbuck Road. The Foundation is looking for commitments from Bannock County,
the City of Pocatello and The City of Chubbuck in helping to build and maintain the facility. The
City of Chubbuck's commitment would be to help in design of the water drainage and the street
side curb on Chubbuck Road. The dollar amount attached to that commitment is unknown at this
time.
2015 Whitaker Road and 2016 Stuart Road Reconstruction Projects.
Council Member Morrison ask if it was possible to flip flop the time frame for construction of
these projects. Steve Smart explained the scheduling of the projects and how the cash flow into
the Chubbuck Development Authority and the resulting expenses from the projects would not
allow moving the Stuart Road project into 2015. Council Member Morrison would also like the
City to be proactive in giving the citizens in the construction areas more than ample notice of the
pending construction so the citizen will not feel like they are surprised
Mayors Salary.
The study on comparable Mayor's salaries completed by the City of Rexburg last year was
distributed to the council. Rich Morgan explained the State statute concerning the council's
ability to raise and elected official's salary. The council requested that Rich update the study to
include the City of Blackfoot's recently adjusted Mayor's salary.
Water Capital Improvement Plan / Waste Water Capital Improvement Plan.
Steve mentioned to the council that he would be bringing in Keller Engineering and JUB
Engineering to bring the Council up to date on both these plans.

Chubbuck Fire Department / Pocatello Fire Department Merger.
The discussion on the merger is still happening between the two fire chiefs. They are hoping to
get a report to the Mayors soon. Once the Mayor recieves the report he will give the council a
detail review and update.
At 4:07pm the full Council moved to adjourn the study session.
