Council Meeting Minutes
January 14, 2014
7:00 p.m.
Minutes of a regular Council Meeting held at the City Council Chambers, January 14, 2014.
Present: Mayor Steven England, Council Members: Josh Ellis, Kevin England, Brent Marshall,
Kermit Morrison, Attorney Thomas Holmes, Public Works Director Steve Smart, City Clerk
Rich Morgan.
The meeting was called to order at 7:00pm by Mayor Steven England.
The Pledge of Allegiance to the Flag was led by Cub Scout Isaac Abram from Pack 345.
The Invocation was offered by President Bryan Davenport from the Chubbuck Idaho Stake of
the Church of Jesus Christ of Latter Day Saints.
Approval of Minutes. Councilmember England moved to approve the regular meeting minutes
of December 10, 2013. Councilmember Marshall seconded. Roll call vote: Ellis -yes, England -
yes, Marshall -yes, Morrison -yes.
Proclamation for Martin Luther King Week. Mayor Steve England read the proclamation
designating January 19 through January 25 as Martin Luther King, Jr, Week. Dr. Bobbie Branch,
the President of the Pocatello chapter of the NAACP received the proclamation.
November 5, 2013 Election Results. The Council reviewed the election results as canvassed by
the Bannock County Commission. For the office of Mayor, Kevin England received 1,132 votes,
Brent Marshall received 1,046 votes and Craig Brainard received 97 votes. For the office of
Councilmember Ryan Lewis received 880 votes, Josh Ellis received 847 votes, Glen Cranor
received 814 votes, Craig Parrish received 559 votes, Jeff Mansfield received 534 votes, Earl
Phippin received 372 votes, Doug Collier received 164 votes and Rich Rommel received 111
votes. A full breakdown by precinct is attached at the end of these minutes.
Councilmember Ellis moved to accept the election results. Councilmember Morrison seconded.
Roll Call Vote: Ellis -yes, England -yes, Marshall -yes, Morrison -yes.
December Cash Report. The December cash report was presented to the council by Rich
Morgan. Total Receipts for December were $827,689. Total expenditures for December were
$768,339. The total cash on hand for December was $15,716,030.
Councilmember Marshall moved to accept the December cash report. Councilmember England
seconded. Roll call vote: Ellis -yes, England -yes, Marshall -yes, Morrison -yes.
Computer print out claims for January 14, 2014 were presented to the Mayor and Council.
Councilmember Morrison moved to approve the claims as published. Councilmember Ellis
seconded. Roll Call Vote: Ellis -yes, England -yes, Marshall -yes, Morrison -yes.

Mayor Steve England took a moment to thank the citizens of Chubbuck for making Chubbuck a
great place to live and for giving him the chance to serve as their Mayor. He also thanked the
employees of the city for their hard work and dedication.
Mayor England then administered the oath of office to Josh Ellis, Ryan Lewis and Kevin
England.
The meeting was then Adjourn Sine Die.
The meeting was called to order at 7:23pm by Mayor Kevin England.
Election of Council President. Councilmember Morrison moved to nominate Councilmember
Ellis as Council President. Councilmember Marshall seconded. Roll call vote: Ellis -yes,
England -yes, Marshall -yes, Morrison -yes.
At 7:29pm Councilmember Ellis moved to adjourn. Councilmember Morrison seconded and the
full Council approved.
