Minutes of the Chubbuck Development Authority quarterly meeting held at Chubbuck City Hall Council
Room, 5160 Yellowstone, June 24, 2014.
Chairman Blake Jones. Commission Members: Kent Kearns, Rick Keller, Gordon Wilks, Dan Heiner, Tom
Nield. Mayor: Kevin England. Executive Director: Steven Smart. Clerk: Richard Morgan. Attorney: Tom
Holmes. Secretary: Ranelle Simmons.
Chairman Jones called the meeting to order at 5:30 pm.
APPROVAL OF MINUTES: for March 25, 2014 Heiner moved the minutes of March 25, 2014, be
approved as mailed; Nield seconded. All voted to approve.
1. REVIEW CONSTRUCTION PROGRAM FOR 2015
Smart's intent was to discuss 2014 and there is no change in the plan for 2015.
The final retainage for Knudsen Blvd Phase 1 has been paid. $584,000 has been paid this fiscal
year for the second phase of Knudsen Blvd. Landscaping is pretty rugged and is on the punch
list. $10,000 retainage will be paid once the punch list is complete.
ITD has completed the project accounting on the Hiline Road between East Chubbuck Road and
Flandro Drive Project. $11,682 was the final payment from Chubbuck and that project is now
complete.
The contractor for the Hiline Road Water Line Project has been paid his retainage of $12,700.
Allstate is still struggling with how to report their employment numbers to the City. Payments
have not been made to them because no report has been received
Upcoming street projects Stuart Addition, Industry Way/Southside Way, Whitaker Road and
Valenty Road/Ward Drive have had topographical surveying work.
Hockey Rink compressor building obligations have been met. Wilks asked if the Pocatello
Chubbuck Hockey Association could present to the CDA board a progress report. Smart will
invite them to the next meeting.
Dell Road Reconstruction project is under way. Another progress payment will be coming soon.
Sewer line has caused them to be approx. 2 weeks behind schedule. Smart explained the
Release of Liability that homeowners will need to sign if they want Mickelson Construction to

construct the connection between the home and the individual service stub that is also installed
by the project.
CDA has spent $246,000 on the Capell Park Tennis Complex. Lighting on a couple of the courts
will hopefully happen after softball is over with the $50,000 Portneuf Wellness Foundation
Grant that is left in the budget. Landscaping will also be done.
Events Center update from Holmes. They are looking for new financing. The bank that was in
place to buy the bonds backed out at the last minute. Bid opening has been moved back to July
7 t There may be the need to call a special CDA meeting to approve additional documentation
when the financing is in place.
2. CONSIDER REQUEST FROM CHUBBUCK CITY COUNCIL FOR APPROXIMATELY $10,000 TO FUND
ABOUT 240 LF OF GUARDRAIL ALONG HILINE RD. SOUTH OF MARTHA.
On May 7`n City Council voted to construct 240 feet of guardrail on Hiline Road from Martha
Street south. Rather than take the money out of the street fund City Council is asking for CDA to
fund. Smart let the commissioners know that there is a traffic engineering study on that section
of road that he can supply if they would like to read it.
After considerable discussion, Jones entertained a motion. Keller made the motion to approve
the $10,000 for the guardrail as discussed tonight. Heiner seconded the motion. Jones asked if
there is any discussion on the motion. Wilks stated if someone got hurt on that section of road
the board would feel horrible. Commission voted to approve. Kearns opposed.

seconded.
