August 28, 1985
Minutes of a special meeting held in the city municipal building,
August 28, 1985.
Present: Mayor John 0. Cotant, Jr., Councilmembers Becky A. Hopkins, Thomas S.
Nield, Steven M. England and City Clerk Ron C. Conlin. Councilman Leroy S.
Quick, Attorney B. Lynn Winmill and Engineer Steven M. Smart was excused.
Meeting was called to order at 5:00 p.m. by Mayor Cotant.
PURPOSE OF SPECIAL MEETING is a public hearing for the 1985-86 Fiscal Year Budget
and adopt an ordinance appropriating, the several sums of money deemed
necessary and sufficient to defray all expenses and liabilities of the City of
Chubbuck for the Fiscal Year beginning on the 1st day of October 1985 and
ending on the 30th day of September 1986, and known as the " Annual Appropriation
Ordinance of Fiscal Year 1985-86" and to adopt Resolution #5-85 Certifying to the
County Auditor of Bannock County the amount of dollars to be levied against
all taxable property in Chubbuck for the 1985-86 budget year.
PUBLIC HEARING - 1985 - 86 Fiscal Budget - Mayor Cotant and Council reviewed the
budget in its entirety. The public hearing notice and budget includes
proposed revenue of Federal Revenue Sharinq Funds and also the budget
expenditures of Federal Revenue Sharinq Funds which qualifies this public
hearing as the hearing required on Federal Revenue Sharing Funds also.
ORDINANCE #271 - Appropriating the several sums of money deemed necessary
r and sufficient to defray all expenses and liabilities of the City of Chubbuck
for the Fiscal Year beginninq on the 1st day of October 1985 and ending on
the 30th day of September 1986, and known as the "Annual Appropriation Ordinance
of Fiscal Year 1985-86" was read in full by Mayor Cotant.
Councilwoman Hopkins moved to dispense with the rule of reading Ordinance#271
on three separate occasions. Councilman England seconded. Roll Call Vote:
Hopkins, yes; Nield, yes; England, yes; Quick, absent.
Councilwoman Hopkins moved to adopt Ordinance #271, Annual Appropriation Ordinance
of Fiscal Year 1985-86 as read. Councilman Nield seconded. Roll Call Vote:
Hopkins, yes; Nield, yes; England, yes; quick, absent.
RESOLUTION #5-85 - Certifying to the County Auditor of Bannock County the amount
of dollars to be levied against all taxable property in Chubbuck for the
1985-86 budget year, was read in full by Mayor Cotant.
After discussion Councilman Nield moved to adopt Resolution #5-85 as read.
Councilman Enqland seconded. Roll Call Mote: Hopkins, yes; Nield, yes; England,
yes; Ouick, absent.
At 5:20 p.m., Councilman England moved, Councilwoman Hopkins seconded, with full
council approval to adjourn the meeting.
