Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S. Quick, Thomas S. Nield, Steven M. England, Engineer Steven M. Smart, Attorney B. Lynn Winmill and City Clerk Ron C. Conlin. Land Use Commission Members present: Dee Stalder, Ron Nelson,Sue Parrish, Pete Anderson; Robert.All,en. "yrna Cain,a-nd Dorothy Ward. Meeting was called to order at 7:60 p,m. by Mayor Cotant. PURPOSE OF MEETING is to consider the following: The moratorium that was placed throughout the City of Chubbuck in any (R-1) or (R-2) designated area on the issuance of any conditional use permits or building permits for the construction of duplex or multi -family dwellings where the construction of such a duplex or multi -family dwelling would result in more than 25 percent of the total, usesable area of a particular subdivision being devoted to such duplexes or multi -family dwellings. MORATORIUM - Engineer Steve -Smart presented- 'a--memo_to the -land Use._And Development Commission and to the City Council stating some citizens have expressed their concern to the city council about the possibility.of.an excessive amount`of multifamily units that could potentially be constructed under provisions of Ordinance #241. These people fear for the negative impact they believe multifamily units could have on their homes. Mayor Cotant stated the Council and the Land Use Development Commission;should decide what percentages of multifamily units they would feel good about imposing on an area and be able to state the reasons why, such as, traffic movement and declining property values, etc. It was stated that a lot of the multifamily units are not maintained as well as they should be,and that is where most of the problem is. Considerable discussion about the density factor for the R-3 zoning. Council discussed the following: (R-1) Single Household Dwelling, (R-2) Single Household Dwelling and Duplexes, (with 10% limit). (R-3) Single Household Dwelling, Duplexes and Multifamily Units (with Density Factor and limited to 25% multifamily units and Design Review approval). (R-4) Needs to be conditionally approved anywhere in the city. (Density Factor). Attorney Winmill was directed by Mayor Cotant and Council to research to see if there is a legal way to make the property owner keep his property in good condition.. Conlin, City Clerk CALL OF SPECIAL MEETING CITY OF CHUBRUCK Pursuant to Idaho Code Section 50-604, the undersigne-j - Mayor of the City of Chubbuck, Idaho, hereby calls i special meeting of the City Council to be held at the Chubbuck City Municipal guildinq, 5160 Yellowstone Ave., at the hour of 7:00 p.m., on this date the 30th of April, 1985. The object of the special meeting shall be to consider the following: A moratorium throughout the City of Chubbuck in any (R-1) or (R-2) designated area on the issuance of any conditional use permits or buildinq permits for the construction of duplex or multi -family dwelling where the construction of such a duplex or multi -family dwelling would result in more than 25 percent of the total useahle area of a narticular subdivision beina devoted to such duplexes or multi -family dwellings.
