October 18, 1983
Minutes of the adjourned city council meeting of October 11, 1983
held in the city municipal building October 18, 1983.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins,
Dwain A. Kinghorn, Thomas S. Nield, Leroy S. Quick, Public Works
Director Steven M. Smart and City Clerk Ron C. Conlin. Attorney
B. Lynn Winmill excused. Councilwoman Hopkins was excused at 5:30 p.m.
Meeting called to order at 5:14 p.m.
COTANT PARK CONCESSION & RESTROOM FACILITY - Public Works Director Steven
M. Smart presented a new set of plans of the Cotant Park Concession
Stand and Restroom project. Mayor Cotant and Council discussed at
length the cost of the project.
Mayor Cotant stated he would like the City to participate as much as
possible in the Bidding and the Construction of the project.
Councilman Kinghorn suggested the possiblilty of putting a Well in the
complex.
Councilman Nield suggested putting the switches to the lights in the
building.
Steve Smart stated the City would be obligated to pay Kent Parrish a
percentage of the Architects Fee if the City did not take the plan
presented in the October 11 council meeting.
After discussion Mayor Cotant and the Council told Mr. Smart to have
Kent Parrish provide specifications only, on the plans presented at this
meeting.
Discussions on items to be followed up on: 1) Check with V.J. Hunt and
have him present a bid to build the building. 2) Powerline for the
lights. 3) Having a Well House in the park instead of on West Chubbuck
Road.
Councilman Nield moved, Councilman Quick seconded with all Councilmembers
present in favor to adjourn meeting at 7:05 p.m.
