August 23,1983
Minutes of a regular council meeting held in the city municipal building
August 23, 1983.
Present: Mayor John 0. Cotant, Jr., Councilmembers Becky A. Hopkins, Dwain
A. Kinghorn, Leroy S. Quick, Thomas S. Nield, Attorney B. Lynn Winmill,
Public Works Director Steven M. Smart and City Clerk Ron C. Conlin.
Meeting called to order at 7:38 p.m. by Mayor Cotant.
Approval of Minutes: Mayor Cotant asked for corrections and additions to
minutes of August 9 and August 16, 1983.
Councilman Kinghorn moved to approved minutes of August 9 as read.
Councilman Nield seconded the motion. All Councilmembers voted in favor of
motion.
Councilman Quick moved to approve minutes of August 16 as read. Council-
woman Hopkins seconded the motion. All Councilmembers present at the
meeting voted in favor of the motion.
STATE OF IDAHO PUBLIC EMPLOYEE RETIREMENT SYSTEM - City Clerk Ron Conlin informed
the Mayor and Council of an increase in Premium from $6.00 to $9.00 a month
per salaried employee.
After discussion Councilman Quick made motion that the City would continue
paying the $6.00 per employee per month and if the employee wanted the added
coverage the employee could pay the extra for it. Councilman Nield seconded
the motion. All Councilmembers voted in favor of motion.
1983 -84 BUDGET- A tentative budget was brought before the Mayor and Council to
adopt.
After discussion the Mayor and Council decided to move $2000.00 from Law
Enforcement to Fire Control.
Councilman Quick made motion to adopt the tentative budget as read with the
above change. Councilman Nield seconded. All councilmembers voted in favor of
motion.
ORDINANCE #242 - Change of Land Use District, Attorney Winmill read the
Ordinance #242 in full.
Councilman Quick made motion to dispense with the rule of reading on three
seperate occasions. Councilman Nield seconded. All Councilmembers voted in
favor of motion.
Councilman Quick made motion to adopt Ordinance #242 as read by Attorney
Winmill. Councilman Nield seconded the motion. All councilmembers voted in
favor of motion.
ORDINANCE #243 - Change of Land Use District, Attorney Winmill read the
Ordinance #243 in full.

Councilman Kinghorn made motion to dispense with the rule of reading on three
seperate occasions. Councilwoman Hopkins seconded the motion. All councilmembers
voted in favor of the motion.
Councilwoman Hopkins made motion to adopt Ordinance #243 as read by Attorney
Winmill. Councilman Kinghorn seconded the motion. All councilmaembers voted
in favor of the motion.
ORDINANCE #244 - Change of Land Use District, Attorney Winmill read the
Ordinance #244 in full
After discussion Councilman Quick made motion to table Ordinance #244 until CHANGE

Councilman Nield seconded the motion. All Councilmembers voted in favor of Boundry

HANDCHECK CLAIMS - Handcheck claims were presented to the Mayor and Council.
After discussion Councilman Nield made motion to approve the handcheck claims
presented. Councilman Quick seconded. All councilmembers voted in favor of
the motion.
GENERAL DISCUSSION -
1) Chubbuck Days
2) Hosting the Pony League Regional Tournament.
Councilwoman Hopkins moved, Councilman Kinghorn seconded, with full council
approval to adjourn at 9:55 p.m.
