HomeMy WebLinkAbout07 12 1983 CM113 COUNCIL MEETING MINUTES July 12, 1983 Mayor Cotant and Councilmembers ajourned to an Executive Session at 7:00 PM. Minutes of the regular Council Meeting held in the City Municipal Building, July 12, 1983. Present: Mayor John 0. Cotant, Jr., Councilmembers Becky A. Hopkins, Dwain A. Kinghorn, Thomas S. Nield, Leroy S. Quick, Attorney B. Lynn Winmill, Public Works Director Steven M. Smart, and City Clerk Ron C. Conlin. Father William P. Carrol, St. Paul's Catholic Church, gave the invocation. Meeting called to order at 7:35 p.m. by Mayor Cotant. Approval of minutes: Mayor Cotant asked for corrections or additions to minutes of June 14. Councilman Nield moved to approve minutes of June 14 as corrected. Councilman Kinghorn seconded the motion. All Councilmembers voted in favor of motion. PUBLIC HEARING - to review the preliminary plat of Burnside Center - A subdivision located in the City of Chubbuck, lying in the 4500 block of Yellowstone Ave. Bob Thompsen, Alpine Engineering, representing Norjam was present. Public Works Director, Steve Smart reviewed the plat with Mayor Cotant and the Council. Mayor Cotant asked Mr. Thompsen if the developers would be willing to donate to the City towards the Fire Control. Mr. Thompsen stated that he could not say. He would have to discuss this with the developers. Councilman Nield made a motion to approve the plat subject to the same conditions proposed by the Land Use Development Commission, and recommendations by the City Engineer, and subject to the conditions that the developer enter into a contract with the City to construct an extention of Victoria Circle east of the property line. The final plat shall include the dedication of a 50' strip from the end of the cul- de -sak on Victoria Circle to the easterly Property line. The extention shall include installation of street, waterline curb, gutter, and sidewalk. The construction will start immediatly following the City Council's determination of Victoria Circle's need to be extended to the easterly property line, Thecontract shall run with the land and be binding against lots 4 & 5, and can be enforced by the City thru legal action 1.15 PUBLIC HEARING - Burnside Plat (cont.) if the ownersof the lots fail to begin &coiisOruction after the City Council makes that determination. Councilwoman Hopkins seconded the motion. All Councilmembers voted in favor of motion. BIDS - Sealed bids for the Telephone System. Mayor Cotant and Councilmembers recieved proposals for Business Communications Systems, Exectutone, Electric- Phone, American Bell, and ECSI. Exectutone and ECSI did not send a bid bond with their proposals and were disqualified. Mayor Cotant said the remaining 3 would be taken-under advisement and the City would notify. BIDS - Sealed bids for the Municipal Liability Insurance. Mayor Cotant and Councilmembers recieved proposals from Peterson Insurance, Moreton Insurance, Fullmer Insurance Agency, Hoyle Insurance, and Archibald -Hall. Councilman Nield stated the Peterson Insurance Co. did not cover liability. Mayor Cotant said these proposals would be taken under advisement and the City would notify. HEALTH INSURANCE QUOTES - Councilman Nield gave a report on the proposals that the City has recieved. Mayor Cotant felt that the Mayor and Council should meet with the employees and get their feelings. This meeting is set for Friday the 15th of July at 8:00 a.m. SICOG - Mr. Lessler, gave a report on the functions of SICOG. Mr. Lessler suggested that the City send a representative to the next SICOG meeting on the 28th of July at 1070 Hiline Road. GLASSES REPLACEMENT - Melvin Roker a volunteer fireman explained the details of how his glasses got burnt in a fire. Mayor and Council discussed and Councilman Quick made motion to to pay this claim, but to discuss each individual case in the future. Councilman Nield seconded the motion. All Councilmembers present voted in favor of motion. BROKEN WINDSHIELDS AT VICTOR PARK - Karen Thomas and Sonrry Davis presented claims for broken Windshields while watching Ballgames at Victor Park. Mayor Cotant suggested we turn these to the City Insurance. 1.17 APPLICATION FOR LIQUOR CATERING PERMIT - to Bill Kalivas at the E1 Cielito Wedding Chapel. Mayor Cotant said there had been no problems on these in the past. Councilwoman Hopkins made motion to grant a Liquor Catering Permit to Bill Kalivas. Councilman Kinghorn seconded the motion. All Councilmembers voted in favor of the motion. FORT HALL IRRIGATION BILLING - Councilman Kinghorn gave a report on how this bill was being paid. Councilman Kinghorn said they would like to get an individual billir edCouncilman Kinghorn prepared a form that needed to 6� bey each lot owner. Mayor Cotant signed this form for the City. Councilman Quick made a motion to pay this claim presented by Councilman Kinghorn. Councilman Nield seconded. All Council- members voted in favor of motion. CLAIMS - Computer print -out claims and handcheck claims have been presented to the Mayor and Council. After review, Councilman Kinghorn moved to approve claims as presented. Councilman Quick seconded motion. Vote was unanimous in favor of motion. TRANSPORTATION DEPARTMENT, INTERCHANGE - HIGHWAY AVE. PROJECT - Attorney B. Lynn Winmill read the contract in full. Citv Engineer. Steve Smart and Attorney Winmill pointed out the needed changes. LAND INVESTMENT INC. - Attorney B. Lynn Winmill presented the Findings of Facts. Mayor Cotant and all Councilmembers signed these. POLICE DEPARTMENT - Jerry Rowland was present from the Police Department. Mayor Cotant and Councilmembers discussed hiring a full time Police Officer. Councilwoman Hopkins made motion to hire a full time Police Officer starting Monday the 18th.
