Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and Deputy City Clerk Myrna Crapo. Meeting was called to order at 7:30 p.m. by Mayor Cotant. PLEDGE ALLEGIANCE TO THE FLAG was lead by Charlie Picquet. INVOCATION: Bishop Bruce Richman, Chubbuck 7`''. Ward, The Church of Jesus Christ of Latter Day Saints APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to the Regular Meeting Minutes of May 11'., 1999. Councilman Gunter seconded. All council members voted in favor of motion. GENERAL BUSINESS - 1. Ordinance - Amending Chapter 18.040.050 (p); production building to provide no production building produced prior to June 15"'., 1976 may be moved in the City after May 1, 1999, unless such production building has been issued a certificate of compliance in accordance with Title 44, Chapter 25, Idaho Code. Tom Holmes read the ordinance in full. This is the second reading. 2. Proposed Local Improvement District No. 99 -1. Attorney Holmes explained that the conversation he had between Mr. Crookston and Mr. Ratliff. Tom Holmes will get the legals and the map ready and have it available for the next meeting. The Council discussed the LID #2 on south Burnside whether we want to do that part of the street. The water line needs to be completed on Burley Drive. The council discussed 'u:luiag u road and installing curb a-ad gutter and getting everything done all ai o ice. The council discussion using tax increment monies to pay the South Burley Drive assessments until such time as property is sold, then city will assess the property owner at that time. 3. Reconstruction of West Chubbuck Road Project - PWD Steve Smart. Residents in the area complained about the construction on the corner of Chubbuck and Hawthorne Road; there is a trench that had no barricade. The mayor informed them that they would get in contact with Frazier's tonight and get it taken care of. The council asked to see the actual costs for the proposed designs for Burley Drive, so they can make a decision. The council discussed having a work session on Burley Drive. A tentative date of the first week in June was set. 4. Development Options for park at Diamond Court Subdivision. The council discussed using the money for chip and seal to put asphalt in to Leon Capell park. Steve England suggested that we publish in the paper inviting people to come in and give their comments on nark design. The Cotant Park and Bicentennial bike paths were discussed. Bicentennial Park will have a connecting path around the park. -^ Due to the A.I.C. Meeting, the bid for East Chubbuck Road will need to be set for June 291h along with the City Council meeting. 5. Discussion on Benefield Subdivision sidewalks concerning sidewalks on Hawthorne. The Mayor questioned if the Subdivision Plat triggered the sidewalks requirements. They would needs to request a building permit before we can require sidewalks. CLAIMS - Computer print -out claims presented to Mayor Cotant and Council. Councilman Gunter moved to approve computer print -out claims as read. Councilman Kerns seconded. All council members voted in favor of motion.
