COUNCIL MEETING MINUTES

Minutes of a regular meeting held at Chubbuck City Council Chamber, January 260h. , 1999.
Present: Mayor John O. Cotant, Council Members Leroy S. Quick, Steven M. England, Marvin
C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven
M. Smart and City Clerk Ron C. Conlin.
PLEDGE ALLEGIANCE TO THE FLAG
APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions to regular
meeting minutes of January 12"'., 1999.
Councilman Kearns moved to approve Regular Meeting Minutes of January 12`h., 1999 a
read. Councilman Gunter seconded. All council members voted in favor of motion.
STATE OF THE CITY ADDRESS was given by Mayor Cotant, relating past accomplishments
of City, together with future plans of the City.

ADMINISTRATION OF OATHS TO POLICE OFFICERS - City Clerk Ron Conlin
administered oaths to Police Officers Mark S. Daniels and Farley D. Merica.
FIRST ADDITION TO VICTORIAN VILLAGE SUBDIVISION FINAL PLAT - Mayor Cotant
and Council reviewed First Addition to Victorian Village Subdivision Final Plat.
Councilman Kearns stated the developers indicated the lots to the north side, abutting
commercial were going to be zero lot lines, but this final plat does not designate the lots.
Tim Shurtliff, Shurtliff Engineering, 426 W. Lewis stated, he will designate the zero lot
lines on the final plat.
Councilman Kearns moved to approve the First Addition to Victorian Village
Subdivision Final Plat as presented, subject to zero lot line Lots, being designated on the
Final Plat. Councilman Quick seconded. All council members voted in favor of motion.

HERITAGE WEST SUBDIVISION NO. 6 FINAL PLAT - Mayor Cotant and Council reviewed
the Heritage West Subdivision No. 6 Final Plat.
PWD Smart stated Heritage West Developers have complied with all requirements.
Councilman England moved to approve Heritage West Subdivision No. 6 Final Plat as
presented. Councilman Gunter seconded. All council members voted in favor of motion.
ORDINANCE #507 - To allow trained massage therapists as a Home Occupation; to clarify
massage, by an untrained person is not allowed.
Attorney Holmes read Ordinance #507 in full for the third and final reading.
Councilman Quick moved to adopt Ordinance #507 as read. Councilman Kearns
seconded. Roll Call Vote: Quick, yes; England, yes; Gunter, yes; Kearns, yes.
,^ RESOLUTION #1 -99 - Changing the designation of Burnside and East Burnside Ave to West
Burnside and East Burnside Ave.
Mayor Cotant read Resolution #1 -99 in full.
Councilman Gunter moved to adopt Resolution #1 -99 as read. Councilman England
seconded. All council members voted in favor of motion.
CLAIMS - Computer print -out claims presented to Mayor Cotant and Council.
Councilman Quick moved to approve computer print -out claims as presented.
Councilman Kearns seconded. All council members voted in favor of motion.
At 8:10 p.m., Councilman England moved, Councilman Gunter seconded, with full council
approval to adjourn meeting.
