COUNCIL MEETING MINUTES
September 22, 1981
Minutes of the adjourned council meeting of September 15 held in the city
municipal building September 22, 1981.
Present: Mayor John O. Cotant, Jr., Councilmembers Dwain A. Kinghorn, LeRoy
Quick, Earl L. Romriell, Attorney Donald L. Burnett, Jr., Engineer Steven
M. Smart and City Clerk Vera C. Armstrong. Councilwoman Becky A. Hopkins
excused.
Meeting called to order at 7:10 p.m.
The adjourned meeting held for the purpose of reviewing a rough draft of
Ordinance 205, which has been drafted with amendments proposed from
public hearings which were held previously.
Mayor and council discussed the consideration to allow mobile home owners
to update the model of mobile home on their lots without a conditional
use permit and also to purchase a non-conforming mobile home lot,
and update the mobile home without the requirement of a conditional
use permit. Also considered was to shorten the time required to
process conditional use permits.
Attorney Burnett informed council that the new rough draft ordinance
has provisions to allow the council to take action the first council
meeting after the Land Use Commission meets, without the requirement
of an additional fifteen day hearing notice.
Mr. Joseph D. Baker, has purchased a lot at 245 Mingo and applied for
a Conditional Use Permit to place a new mobile home on the lot. The
hearing has been held at the Land Use Commission level. Mr. Baker
and residents on Mingo Lane appeared at meeting, with the assumption
the hearing would be held at council level this evening.
Mayor and Council discussed with Mr. Baker and residents from Mingo Lane
the considerations discussed earlier in evening.
Councilman Romriell made the proposal that mobile homes be allowed to
be changed if they are of no lesser size and no greater age than one
being removed.
Mayor Cotant informed Mr. Baker and those present concerning his mobile
home placement that the hearing regarding the placement of a new mobile
home on his lot will be held October 13, 1981.
Mayor Cotant called meeting adjourned at 8:30 p.m.
