September 8, 1981
Minutes of the regular council meeting held in the city municipal building
September 8, ]98].
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Dwain A.
Kinghorn, LeRoy S. Quick, Earl L. Romriell, Attorney Donald L. Burnett, Jr.,
Engineer Steven M. Smart and City Clerk Vera C. Armstrong.
Meeting called to order at 8:00 p.m.
Mayor Cotant asked for corrections or additions to minutes of August 25, 1981.
Councilman Kinghorn asked that minutes reflect under heading of "Trentham's
Peacocks and Animals" the additional sentence. "The mayor and council
were concerned about the lack of modern sanitation facilities at Mr.
Trentham~s home."
Councilman Kinghorn moved to accept minutes as written for August 25,
~981 with the addition as noted. Councilman Quick seconded motion, vote
was unanimous in favor of motion.
SANITARY CONDITIONS AT TRENTHAM'S - A discussion was had concerning what
might be a nuisance related to the sanitary conditions at the Orson Trentham
residence on Mingo. Attorney Burnett to research if any action can be
taken by city.
POLICE CAR BZD OPENING - After publicly advertising for bids on a police
car, with opening of bids set for September 8~ 1981 at 8:00 p.m., the
mayor and council opened the bids received.
Bids were:
Ted's Chrysler Plymouth - 1982 Plymouth Gran Fury,
4 dr, Police equipment, 6 cyl. 225 cu. in. or
318 v/8--same price $ 8999.00
Glen's Chevrolet - Two 1982 Chevrolet Malibu, 4 dr.,
police equipped, 305 CID V/8 or V/6, 3.8 liter,
same price - two cars $19844.00
= $ 9922.00 each.
C. Ed. Flandro - 1982 Ford Fairmont Futura, 4 dr.
Police package, 200 CID 6 $ 7790.00
or 255 CID V/8 - additional $101.00 $ 7891.00
Mayor stated the bids would be taken under advisement. Attorney Burnett
checked the securities, bid bonds and cashiers check with bids.
GARLAND HENRY NUISANCES - Mayor, Council and Chief Stone reviewed the Henry
situation. Chief Stone reported that Mr. Henry had not done any clean-
up and improvements. Mayor and Council felt the city should proceed
whatever action necessary to get Mr. Henry to clean up his place, allow
him one week to clean up weeds, the other matters should have immediate
attention.

WELCH PROPERTY - Mayor and council discussed what the city might do with
the Welch house.
LIQUOR CATERING PERMIT - Bill Kalivas, Press Box, has applied for a liquor
catering permit to cater a wedding at the E1 Cielito, September 12, 1981,
7:00 p.m. to 1:00 a.m. Police Chief Stone has approved the permit.
Councilwoman Hopkins moved to approve the liquor catering permit to
Bill Kalivas to cater the wedding reception at the E1 Cielito on September
12, 1981. Councilman Kinghorn seconded motion. The vote was unanimous
in favor of motion.
LIQUOR CATERING PERMIT - John Andros, 304 North Main~ Oasis Club, has applied
for a liquor catering permit to cater an event for the Brotherhood of
Locomotive Engineers at the E1 Cielito, September 24, 1981, 5:30 p.m.
to l:O0 p.m. Police Chief Stone has approved the permit.
Councilwoman Hopkins moved to approve the liquor catering permit to
John Andros to cater the event for the Brotherhood of Locomotive Engineers
at the E1 Cielito, September 24, 1981. Councilman Kinghorn seconded
motion. All councilmembers voted in favor of motion.
EL CIELITO RECEPTION CENTER - A lengthy discussion followed concerning
heavy traffic and drinking at E1 Cielito, which is in a residential
zone. Mayor and council requests police monitor complaints concerning
same.
RESOLUTION 5-81 - Designating polling place, registrar and deputy registrars,
and ordering city clerk to give notice of such election was read in full
by Mayor Cotant.
BUDGET PUBLIC HEARING - Mayor Cotant declared hearing open. There being
no comments from citizens of the city the hearing was closed.
ORDINANCE #228 - Annual Appropriation Ordinance for fiscal year 1981-82
was read in full by Mayor Cotant.
Councilman Kinghorn moved to dispense with rule of reading ordinance
on three separate days. Councilman Romirell seconded motion. Roll call
vote: Hopkins, yes; Kinghorn, yes; Quick, yes; Romriell, yes.
Councilman Romriell moved to adopt Ordinance #228 the Annual Appropriation
Ordinance for fiscal~ year 1981-82. Councilman Quick seconded motion.
Roll call vote: Hopkins, yes; Kinghorn, yes; Quick, yes; Romriell, yes.
LAND USE COMMISSION MEMBER APPOINTMENTS - Mayor Cotant informed council
of the need to appoint two or three new members to the Land Use Commission.
Claims to be paid in September were presented to mayor and council. A review
of claims was made.
Councilman Romriell moved to approve the claims presented for September.
Councilwoman Hopkins seconded motion. All councilmembers voted in favor
of motion
Councilwoman Hopkins moved, Romriell seconded, with full counc!l appro/~al to
adjourn meeting until 8:00 p.m. Tuesday, ~ept~mber 15~9~(z
