HomeMy WebLinkAbout12 05 2012 CMCity of Chubbuck Council Meeting Minutes December 5, 2012 7:00 p.m. 195 Minutes of a special Council Meeting held at the Chubbuck City Council Chambers, December 5, 2012. Present: Mayor Steven England, Council Members: Josh Ellis, Kevin England, Brent Marshall, Kermit Morrison, Public Works Director Steven Smart, Deputy City Clerk Eric Jablonski. Absent: Attorney Thomas Holmes. The meeting was called to order at 7:00pm by Mayor Steven England. Fire Department Water Tender Discussion - Chief King reviewed some details regarding the need to replace the Water Tender that was damaged in the beginning of November 2012. The truck being considered was originally ordered by another fire department and for whatever reason, they couldn't pay for it so it is available as a used /demo unit. The vehicle is built and ready to go, with some specifications exceeding those that we would have ordered if we would have gone through the bidding/development process of a new vehicle. It does comply with the NFPA concerning water tenders. If we were to have this truck built it would be over $280,000 where they are asking $238,781 being discounted over $40,000 already. Information was also updated that if we ordered a new truck it would no longer be June or July, but rather August or September before we would be able to take delivery. To pay for this truck we will use the $65,000 from the insurance proceeds for the down payment and the monthly payments will be made up in the budget by doing without some items. The total of the monthly payments will be $31,260 annually which will be taken out of capital improvements and several line items. Financing is available from Citizen's Community Bank for 6 years at 2.93 %. Council Member Marshall asked if Chief King will be able to keep this purchase within his budget for the next 6 years. This year will be covered by the capital planning and adjusting items to do without, next year it will be a line item in the budget. Council Member Marshall asked if this is the vehicle that he wants. Chief King replied that if they bid out the specifications to have one built they would have downgraded some of the items, but because of the offset in the discount and the vehicle being NFPA certified he believes it is a good bargain. Council Member England asked if he was concerned about some of the different specifications such as the aluminum wheels versus steel wheels. Chief King replied that there is no concern regarding them, and they are on other brush trucks that they have in the fleet already. Chief King provided additional examples of Pierce following through with warranty and service work on other fire department's claims without any problems. Council Member Ellis asked how many years should this vehicle be able to operate. Chief King replied over twenty years should be expected from the vehicle. Council Member Marshall stated that this is like a Cadillac for the second line of defense and is unsure if we need this much of a vehicle, expecting to find one in the $150,000 range rather than almost double. Chief King stated that he would've liked to find one for less as well, but all the good used ones are sold so quickly and all that's left is junk. He would rather spend the money on the better vehicle than continually spending money on repairs. 197 Council Member Marshall asked what if something happens to one of the main fire trucks. Chief King stated that in the 26 years that he has worked for the Chubbuck Fire Department this is the first time that we have ever wrecked a truck beyond those needing only minor repairs. Additional third party training will begin this next year and they have always had extensive training which he feels has helped to keep their track record so well. Luckily we have 4 pieces of apparatus or engines that can be rotated as needed if one of them were in need of being replaced, giving some additional time to locate a replacement. Council Member Ellis asked if this vehicle can be used in the City. This vehicle can have hoses connected to it and used to pump water, not only as a tender like the vehicle it is replacing. Council Member England moved to declare and emergency so we can authorize this emergency expenditure. Council Member Ellis seconded. Roll call vote: England -yes, Ellis -yes, Marshall -no, Morrison -yes. Council Member Ellis moved to enter into the contract provided it comes out of the Fire Department's current budget. Council Member England seconded. Roll call vote: England -yes, Ellis -yes, Marshall -yes, Morrison -yes. At 7:31pm Council Member England moved to Adjourn.
