COUNCIL MEETING MINUTES
February 3, 1981
Minutes of a special meeting held in the city municipal building February
3, 1981.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins,
Dwain A. Kinghorn, Earl L. Romriell, Attorney Donald L. Burnett, Jr.,
Engineer Steven M. Smart and City Clerk Vera C. Armstrong. Councilman
LeRoy S. Quick excused.
Purpose of the special meeting is to consider amendments to the sign
ordinance and considerations of amendments to the regulations governing
mobile homes.
Attorney Burnett has prepared a sign ordinance adopting the Uniform
Sign Code with some amendments to the Uniform Sign Code. Mayor Cotant
read the ordinance in full.
Some further amendments were considered, l) enforcement provisions,
2) increasing size of rigid temporary signs from 24 square feet to
32 square feet, 3) allowing that political signs may be erected 30
days before the first election in which the candidate or subject of
the sign will be considered, 4) setting 120 days to phase out all
non-conforming temporary signs.
Engineer Steven Smart reviewed a water and sewer system evaluation cost
summary presented to city by Forsgren-Perkins Engineering.
