Council Meeting Minutes
March 27, 2012
7:00 p.m.
Minutes of a regular Council Meeting held at the Chubbuck City Council Chambers, March 27,
2012. Present: Mayor Steven England, Council Members: Josh Ellis, Kevin England, Brent
Marshall, Kermit Morrison, Attorney Thomas Holmes, Public Works Director Steven Smart,
City Clerk Rich Morgan.
Meeting was called to order at 7:00 pm by Mayor Steven England.
Pledge of Allegiance to the Flag was led by Mayor Steven England.
Invocation was offered by Bishop Kevin England of the Chubbuck 3`d Ward of the Chubbuck
Idaho Stake of the Church of Jesus Christ of Latter -Day Saints.
Council Member England moved to approve the regular meeting minutes of February 28, 2012
as amended and the regular meeting minutes of March 13, 2012. Council Member Marshall
seconded. Roll call vote: England -yes, Ellis -yes, Marshall -yes, Morrison -yes.
A Proclamation designating April 2012 as Fair Housing Month in the City of Chubbuck was read
by Mayor England.
Council Member Morrison moved to accept the proclamation proclaiming April 2012 as Fair
Housing Month. Council Member Ellis seconded. Roll call vote: England -yes, Ellis -yes,
Marshall -yes, Morrison -yes.
Ordinance #709 amending section 18.12.030(G) to allow major home occupations to have up to
one employee that is not an inhabitant of the dwelling was read, by title, for the third time.
Council Member England moved to waive the rule that the ordinance be read in full. Council
Member Morrison seconded. Roll call vote: England -yes, Ellis -yes, Marshall -yes, Morrison -yes.
Council Member Ellis moved to adopt ordinance #709. Council Member England seconded.
Roll call vote: England -yes, Ellis -yes, Marshall -yes, Morrison -yes.
Fire Chief Eric King presented a review of the Chubbuck Fire Department for the past year.
Included was the number of fire and EMS calls, the response times for the department, a break
down of personnel, the departments goals and other statistics. Council Member Ellis asked about
the trade off between having full -time personnel and pay -call personnel. Chief King did respond
that the City is trying to best balance the Department. Council Member Marshall asked about the
receivable from North Bannock County Fire District. It was explained that the City is trying to
take steps to ensure the North Bannock County Fire District adequately compensates the City of
Chubbuck for the services they receive.
Computer print -out claims for March 27, 2012 were presented to Mayor England and Council.
Council Member Morrison moved to approve the claims. Council Member England seconded.

Steve Smart announced the pending construction on Yellowstone by the Idaho Transportation
Department. This construction will occur in the months of April and May.

and the full council approved.
