HomeMy WebLinkAbout06 28 2011 CM:tea City of Chubbuck Council Meeting Minutes June 28, 2011 7:00 p.m. Minutes of a regular council meeting held at the Chubbuck City Council Chambers, June 28, 2011. Present: Mayor Steven England, Council Members; Josh Ellis, Kevin England, Kent Kearns, Kermit Morrison, Attorney Thomas Holmes, Public Works Director Steven Smart, Clerk Rich Morgan. Meeting was called to order at 7:OOpm by Mayor England. Pledge of Allegiance to the Flag was led by Peter Sorensen of Boy Scout Troop #362. Invocation was given by Bishop Dave Sorensen of the Chubbuck 12`h Ward of the Church of Jesus Christ of Latter -Day Saints. Approval of Minutes - Mayor England asked for corrections and additions to the regular meeting minutes of June 14, 2011. Council Member Kearns moved to approve the regular meeting minutes of June 14, 2011. Council Member Morrison seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. Public Hearing - The City of Chubbuck is considering increasing utility deposits beginning August 1, 2011 from $40 to $100. Mayor England declared the public hearing open, asking for comments in favor of, neutral, or in opposition. Betsy Nickels, 271 W Siphon - Ms. Nickels is in favor of the increase in deposit. This will protect the City and its utility customers from losses on deliquent accounts. Would like the City to publish a short summary in the paper if passed. Ginger Gugelman, 782 Sheba - Ms. Gugelman is not against the deposit but would like to see it refunded to the customer after a period of timely payment. Mayor England declared the public hearing closed. Ordinance - The first reading of a proposed ordinance to increase utility deposits. Ordinance - The first reading of a proposed ordinance to clarify the zoning for property at 140 Evans Lane. Ordinance - The second reading of a proposed ordinance to update the City of Chubbuck's day care ordinance bringing the City's day care regulations into compliance with state statute. Council Member Kearns moved to waive the requirement that the ordinance be read on three separate occasions. Council Member England seconded. Roll Call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. Council Member Kearns moved to adopt Ordinance # 700 to update the City of Chubbuck's day care ordinance bringing the City's Day care regulations into compliance with state satutute. Council Member Morrison seconded. Roll Call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. 55 Council Meeting Minutes (Cont.) June 28, 2011 City of Chubbuck's Audited Financial Statements - Clerk Morgan presented the audited financial statements for FYI 0 to the council. Council Member England moved to accept the audited financial statements for FY10. Council Member Ellis seconded. Roll Call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. No Discussion on Water Facilities Plan. Computer print -out claims for June 28, 2011 were presented to Mayor England and Council. Included with the claims was two invoice's from Conrad and Bishoff for fuel in the amounts of $20,783.00 and $12,656.32. Council Member England moved to approve the computer print -out claims and the two invoices from Conrad and Bishoff as presented. Council Member Ellis seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. Council Member Kearns wanted to commend the city staff for their work ethic. He used the branch chipping service the city offers for the first time and was impressed with the speed and cleanliness of the crew. At 7:43pm Council Member Kearns moved to adjourn.
