HomeMy WebLinkAbout10 26 1982 CMCITY COUNCIL MINUTES 125 October 26, 1982 Minutes of the regular council meeting held in the city municipal building October 26, 1982. Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Dwain A. Kinghorn, Thomas S. Nield, LeRoy S. Quick, Attorney B. Lynn Winmill, Public Works Director Steven M. Smart, and City Clerk Vera C. Armstrong. Meeting called to order at 7:35 p.m. APPROVAL OF MINUTES - Mayor Cotant asked for any correction or additions to minutes of October 12. There being none, Councilman Kinghorn moved to approve minutes of October 12 as written. Councilwoman Hopkins seconded motion. Vote was unanimous in favor of motion, MAIL BOX PROJECT - John Gregan, of the U . S. Postal Service was present and told Mayor and Council of a new postal mail box project of the U~. S. Postal Service. The mail boxes are locked boxes and set up in units of eight, twelve and sixteen. Mayor and council were impressed with the presentation and Mayor Cotant told the Mr. Gregan the city would take steps to make provisions for these type of boxes in new subdivisions and consider a phase-out provision for the older areas of city. LAW ENFORCEMENT BUSINESS - Chief Arnold J. Stone and Assistant Chief Jerry Rowland were present. Chief Stone explained the circumstances surrounding a claim to Monica DeBoard for assisting in a self- defense class. The claim has not been approved by the council. After some discussion, Councilman Nield moved to approve the claim of $136.00 to Monica DeBoard. Councilwoman Hopkins seconded motion. All councilmembers voted in favor of motion. SELF DEFENSE Officer Dave on his own. CLASS - Chief Stone told Mayor and Council that Moore was conducting this next self-defense class A discussion followed concerning the scheduled defense class. The Idaho State Journal's article inferred the class would be sponsored by the Chubbuck Police Department. Chief Stone was informed by Attorney Winmill that if charges are made for the class, the funds should be turned into the City Treasurer and expenses then be paid by city, all after approval of council. Concern was also voiced concerning use of public buildings and liability if Officer Moore was in complete control of the class. Attorney Winmill~ Mayor Cotant and Council all voiced opinion that city should be in charge of self-defense class now being organized. LAW ENFORCEMENT BUSINESS cont'd - FINGERPRINTING CLASS - Chief Stone requested approval for Jerry Rowland to attend a fingerprinting class at Twin Falls next week. Councilwoman Hopkins made motion to approve for Jerry Rowland to attend the fingerprinting class. Councilman Nield seconded motion. All councilmembers voted in favor of motion. RADAR - Chief Stone informed council the police department is in need of a new radar. After some discussion Councilman Kinghorn moved to approve the purchase of a new radar. Councilman Quick seconded motion. Vote was unanimous in favor of motion. FIRE TRUCK - Chief Bart Parrish informed council the new fire truck would be off the assembly line around the middle of November. Chief Parrish told council he has plans to pick up the truck at factory. Mayor and council questioned if collision insurance and liability insurance coverage would be covered by city or Starline Equipment while transporting truck here. Councilman Nield was requested by Mayor Cotant to check with Starline Equipment concerning insurance coverage. FIRE DEPARTMENT EMPLOYEE SUPPLEMENTAL INSURANCE - Councilman Nield and Chief Parrish each gave a report on insurances reviewed. Both Nield and Parrish felt Colonial Insurance would offer the nearest coverage of present plan and Mayor Cotant instructed Chief Parrish to put the plan of changing coverage to Colonial in motion. BUSINESS APPLICATION - Dean Jones, under the direction of the Small Business Administration has applied for a license to hold an auction at 4802 Yellowstone to dispose of contents of building, on October 30. Councilman moved to approve license to Dean Jones to conduct the acution at 4802 Yellowstone, October 30. FAMILY MONTH - Mayor Cotant read a proclamation declaring the month of November as "Family Month". HALLOWEEN HOLIDAY OBSERVANCE - The ctiy has had many inquiries about the city's stand on Halloween Holiday observance. Some calls have encouraged the city to take a stand declaring observance on Saturday night and some on Sunday night. After some discussion, Councilman Nield moved that because of so many inquiries concerning observance of Halloween, Mayor Cotant make a statement to the effect; The city recognizes that observance of Halloween is a matter of individual choice, however, the Mayor and Council of the City want the citizens of Chubbuck to be aware of the following safety factors. Daylight savings time will still be in effect Saturday evening and the police department usally have more patrol units on duty Saturday evening. Councilman Quick seconded motion. All councilmembers voted in favor of motion. 127 CONSIDERATION OF TWO-WAY RADIO SYSTEM PURCHASE - Public Works Director Steven Smart informed council he had inquired and received a quote on a new base and twelve radios for $4700.00 Councilman Nield moved to approve the purchase of the new radio system as proposed. Councilwoman Hopkins seconded motion. Vote was unanimous in favor of motion. FINANCIAL STATEMENT for month of September presented to Mayor and Council. CLAIMS - Computer print-out claims have been presented to Mayor and Council, plus additional handcheck claims. After reviewing, Councilman Nield moved to approve the computer print-out claims, and handcheck claims as listed. Councilman Quick seconded motion. All councilmembers voted in favor of motion. ORDINANCE # 237 - amending Ordinance #231, on pawnbrokers regulations, was read in full by Mayor Cotant. Councilman Quick moved to suspend the rule of reading ordinance on three separate days. Councilman Nield seconded motion. Roll call vote: Hopkins, yes; Kinghorn, yes; Nield, yes, Quick, yes. Councilman Kinghorn moved to adopt Ordinance #237. Councilwoman Hopkins seconded motion. Roll call vote: Hopkins, yes; Kinghorn, yes; Nield, yes; Quick, yes. GENERAL DISCUSSIONS: 1) Councilman Kinghorn suggested decreasing number of children from 5 to 3 to be cared for in a home before being defined as a day care center.
