COUNCIL MEETING MINUTES
July 27, 1982
Minutes of the regular council meeting held in the city municipal building
July 27, 1982.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins,
Dwain A. Kinghorn, Thomas S. Nield, LeRoy S. Quick, Attorney B. Lynn
Winmill, Public Works Director Steven M. Smart, City Clerk Vera
C. Armstrong. Councilman Nield excused at beginning of meeting,
attended from 7:45 p.m. until adjournment.
Meeting called to order at 7:30 p.m. by Mayor Cotant.
LAW ENFORCEMENT REPORT - Councilman Kinghorn siad he had asked for
a report on the follow-up of action concerning the dog that bit
the police department secretary.
Chief Stone reported that a ticket had be.em issued to owner for
dog running at large, that another dog bite had occurred in city
and the owner of this dog had also been issued a ticket and that
dog is currently impounded.
Assistant Chief Rowland also explained their policy of handling
dog bites.
Mayor and Council urged them to be especially cautious and also'
encouraged the police to determine dogs vicious when the bites
are serious.
Councilman Kinghorn asked if the animal control officer is returning
dogs to some owners and therefore"gi'vlng preferential treatment.
Chief Stone said the policy is to return dog and a warning issued
the first time, a ticket issued the second time.
Assistant Chief Rowland said he would prefer to issue a citation
for allowing dogs to run at large and leave dog with owner.
Chief Stone told council that at present the city does not have
an animal control officer and it will be necessary to take applications
and hire one soon. Chief Stone asked to be able to increase
the job to eight hours per day with an increased salary.
POWER COUNTY FIRE DISTRICT z Commissioners Connie Rowland, Don Ames,
and John Butterfield were present as per invitation of mayor.
Mayor Cotant told the commissioners that the city would like
to bill residents for fire calls in the fire districts.
Councilman Nield reproted that a standard basic homeowners policy
covers a $250.00 fire call charge.

POWER COUNTY FIRE DISTRICT - cont'd - Commissioner Butterfield stated
they would not have any objection to billing fire calls as long
as it is not discriminatory to the people in their district,
and results in hardship on those that aren't insured.
Commissioners expressed appreciation to the Chubbuck City and
their fire protection service.
FIRE DEPARTMENT- Mel Roker, volunteer fireman, thanked mayor and
council for sending the firemen to fire school and also informed
council that he is in process of preparing and putting together
a fire safety program. Also, that he would like to have some
budget financing for fire prevention in next years budget.
GENERAL DISCUSSIONS:
1. Water hook-up to Wallenski home on Whitaker Road, north of
city limits.
2. Flu damper report and proposal, concensus of council was
approval of purchase.
3. Emergency Service field exercise in August, city to participate.
4. Training workshop in Seattle for Steve, unable to attend
because of budget time.
5. =Reimbursement of expenses to employees, mayor, and council
when attending conferences and workshops.
HANDCHECK CLAIMS - Additional handcheck claims were presented to
mayor and council.
After reviewing Councilman Nield moved to approve the handcheck
claims as presented. Councilman Quick seconded motion. All
councilmembers voted in favor of motion.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections or additions
to minutes of July 13, 1982.
Councilman Nield moved to approve minutes of July 13 as written.
Councilman Kinghorn seconded motion. Vote was unanimous in favor
of motion.
Councilman Nield moved, Quick seconded with full council approval
to adjourn meeting at 11:20 p.m, until 4:30 p.m. Thursday.
