HomeMy WebLinkAbout04 08 1982 CM COUNCIL MEETING MINUTES April 8, 1982 Minutes of the adjourned meeting of April 6, 1982 held in the city municipal building April 8, 1982. Present: Mayor John O. Cotant, Councilmembers Becky A. Hopkins, Dwain A. Kinghorn, Thomas S. Nield, LeRoy S. Quick, Attorney B. Lynn Winmill, Public Works Director Steven M. Smart, and City Clerk Vera C. Armstrong. Meeting called to order at 4:15 p.m. Purpose of meeting is to discuss Ordinance Enforcement with the Police Department. Attorney Winmill told police officers that there is a health, safety, welfare reason for compliance with city ordinances. He added that he would be willing to set up meetings with officers and work towards an understanding of the ordinances. Councilman Quick remarked of the importance to take care of ordinance enforcement, weeds are big problem and so are dogs. The city should look ahead, and recognize situations when first started. Councilwoman Hopkins said we all should be willing to back the police in the ordinance enforcement. Chief Stone asked for help of council and city employees because the police don't see all matters that need attention. Councilman Kinghorn stated he would like to consider this the beginning and a new day towards ordinance enforcement, that the time element is important in ordinance enforcement, communication is a problem, would like to see documentation of follow-up work, would like to see emphasis put on cleaning up Yellowstone Avenue. Officer Sandusky asked if the city had a maximum occupancy load for businesses, that some businesses are so packed there is a safety peril. Council felt this is probably covered in Safety Code or Uniform Fire Code and would check into it. Mayor summed up meeting with request of Police officers to not cite an older individual that may be a widow and need help, to please turn this problem into council so they can arrange for some help if possible. Mayor also said a clean-up committee is being organized and would inform police as to who they are, when organized. Mayor said he would like to meet with the owners of lots along Yellowstone and encourage them to grass their vacant lots. Attorney Winmill suggested the council challenge the Police Chief to get the system of enforcement organized and report to council in approximately one month on his plan of organization. 47 Meeting adjourned at 5:10 p.m. e a C.
