February 2, 1982
Minutes of a special meeting called by the Mayor and Council,
held in the city municipal building, February 2, 1982.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky
A. Hopkins, Dwain A. Kinghorn, Thomas S. Nield, Attorney
B. Lynn Winmill, Public Works Director Steven M. Smart
and City Clerk Ve~C. Armstrong. Councilman Quick excused.
Meeting called to order by Mayor Cotant at 7:10 p.m.
TELEPHONE BIDS - City has previously called for bids on a telephone
system. Three bids were received; l) Executone-Mountain West
2) Business Communication System and 3) Mountain Bell.
Attorney Donald [. Burnett, Jr. submitted an opinion to Mayor
and Council that read as follows: "Members of the legislature,
state, county, city, district, and precinct officers, must
not be interested in any contract made by them in their official
capacity~ or by any body of board of which they are members."
The above opinion ruled out the bid of Executone-Mountain West
made by Councilman LeRoy S. Quick.
Stan Hales with BCS and Sharon Fougerouse with Mountain Bell
were both preseht.
A discussion was had with the determination that the other
two bids did not exactly meet specifications and consensus
of council and mayor was that the city needed to prepare a
new set of speci, fications.
After further discussion, Councilman Nield moved to reject
all bids, reason being that no system that qualified to bid
completely met the specifications, and commission Public Works
Director and others to serve as a committee to prepare new
specifications and bring before council for a rebid. Councilman
Kinghorn seconded motion, all councilmembers voted in favor
of motion.
MANUFACTURED HOUSING ORDINANCE AND ROUGH DRAFT ORDINANCE N0.205,
as it pertains to manufactured housing, was read and studied
by mayor and council. Mayor and council will further study
these drafts for discussion at a future council meeting.
GENERAL DISCUSSIONS:
l) Dividing of duplex into two ownerships.
2) Dog license fees to be advertised so residents of city
will be aware of fee and purchase licenses prior to fees
doubling.
Councilwoman Hopkins moved, Nield seconded that meeting adjourn
at 9:45 p.m. All councilmembers approved motion.

CALL OF SPECIAL MEETING
CHUBBUCK CITY COUNCIL
Pursuant to Idaho Code Section 50-604 and 50-706, the
undersigned Mayor and Members of the City Council of the City
of Chubbuck, Idaho, hereby call a special meeting of the City
Council to be held at the Chubbuck City Offices, 5160 Yellowstone
Avenue at the hour of 7:00 p.m., on this date, the 2nd day of
February, 1982.
The object of the special meetin~ shall be 1) to consider
telephone bids recently called f~r by city, 2) consider Mobile
Home and/or Production Dwelling and Court Ordinance.
