Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Dwain A. Kinghorn, Thomas S. Nield, LeRoy S. Quick, Attorney B. Lynn Winmill, Public Works Director Steven M., Smart and City Clerk Vera C. Armstrong. Meeting called to order at 7:05 p.m. by Mayor Cotant. ORDINANCE #232, amending Ordinance #225 of the City of Chubbuck by amending Section I to provide a correct legal description of the lands to be annexed, was read in full by Mayor Cotant. Councilman Quick made motion to dispense with rule of reading ordinance on three separate days. Councilman Kinghorn seconded motion. Roll call vote; Hopkins, yes~ Kinghorn, yes; Nield, yes; Quick, yes. Councilman Kinghorn moved to adopt Ordinance #232. Councilman Nield seconded motion. Roll call vote; Hopkins, yes; Kinghorn, yes; Nield, yes; Quick, yes. ORDINANCE #233, relating to control of dogs, etc. was read and studied as read. Ordinance with changes was read in full by Mayor Cotant. Mayor and council discussed at length the requirement of rabies and distemper shots. This section was taken out of the ordinance, however, mayor and council were particularly concerned about the health and welfare of city residents without the requirement. Councilman Quick moved to dispense with rule of reading ordinance on three separate days. Councilman Kinghorn seconded motion. Roll call vote; Hopkins, yes; Kinghorn, yes; Nield, yes; Quick, yes. Councilman Nield moved to adopt Ordinance #233. Councilman Quick seconded motion. Roll call vote; Hopkins, yes; Kinghorn, yes; Nield, yes; Quick, yes. Councilman Nield moved that the City further study the feasibility of requiring distemper and rabies inoculations at a reasonable fee a~ a clinic to be held at Chubbuck. Councilman Quick seconded motion. All councilmembers voted in favor of motion. RESOLUTION # 1-82, adopting the 1990 Urban Functional Classification System and Urban Boundary as it pertains to Chubbuck, as presented on the map entitled Pocatello/Chubbuck Functional Classification Plan, was read in full by Mayor Cotant. Councilman Kinghorn moved to adopt Resolution #1-82, Councilwoman Hopkins seconded motion. Roll call vote; Hopkins, yes; Kinghorn, yes; Nield, yes; Quick, yes. GENERAL DISCUSSIONS: 1) Robert Nielsen, 203 Hiway Avenue, reported he had a chimney fire Saturday night and he commended the fire department on their response and actions while there on the fire call. 2) Little League Plans and Organization.
