HomeMy WebLinkAbout01 05 1982 CMCOUNCIL MEETING MINUTES 1 January 5, 1982 Minutes of the adjourned meeting of December 8th and December 29, 1981 held in the city municipal building January 5, 1982. Present: Mayor John O. Cotant~ Jr., Councilmembers Becky A. Hopkins, Dwain A. Kinghorn, LeRoy S. Quick, Earl L. Romriell, Attorney B. Lynn Winmill, City Clerk Vera C. Armstrong and Public Works Director Steven M. Smart. Meeting called to order at 4:50 p.m. CONSIDERATION OF FIRE TRUCK BID - Fire Chief Bart Parrish was present. Mayor Cotant asked how council felt about waiting and researching the possibility of acquiring a used truck. A lengthy discussion was held concerning the acceptance or rejection of the bid received for a ladder and pumper fire truck. After thorough consideration, Councilwoman Hopkins moved to accept the bid of Starline Equipment of $2332176. to become effective at 8:00 p.m. January 7th, 1982 and that the acceptance of the bid will be subject to arranging for corporate financing which will comply with limitations on expenditures set forth in Idaho Code Section 50-1006 and Article 3, Section 8 of the Constitution. Councilman Quick seconded motion. Roll call vote: Hopkins, yes; Kinghorn, yes; Quick, yes; Romriell, no. Councilman R~itr~ell explained his no vote was because of the unknown interest rate. FIRE DEPARTMENT SALARY - Chief Bart Parrish asked if per hour calls, additional hour calls and drill pay hours could be rounded off to even dollars, rather than a flat 7% (seven percent) increase. Council agreed compensation should be kept at the seven percent increase. ORDINANCE RELATING TO CONTROL OF DOGS was studied in depth. Items discussed and tentatively agreed upon. 1) Age of licensing dogs to be three or four months. 2) Licenses not required for non-resident dogs within the city for no longer than 7 days. 3)Require proof of rabies and distemper shots and innoculations. 4)If license not purchased by Marchl, of each year the fees will couble. 5)Necessity of total notice and impoundment time being no more than 72 hours (3 days). Other items discussed. 1) Dog license fees, 2) Kennel license fee, Attorney Winmill to prepare rough draft of items discussed for consideration~ at regular meeting January 12. OTHER DISCUSSION ITEMS: Mayor Cotant sugggested that due to the status of current snow storms and drifting of snow, the city help clean streets in mobile home courts as an emergency~~f~ V~r a~-~~-~ ~~ /~hn O' C°ta'~nt~~ C.
