COUNCIL MEETING MINUTES
July 20, 1983
Minutes of a special meeting held in the city municipal building
on July 20, 1983.
Present: Mayor John 0. Cotant, Jr., Councilmembers Becky A. Hopkins,
Dwain S. Kinghorn, Leroy S. Quick, Public Works Director Steven
M. Smart, Attorney B. Lynn Winmill, and City Clerk Ron C. Conlin.
Councilman Thomas S. Nield was excused.
Meeting called to order at 8:44 p.m. by Mayor Cotant.
OBJECT OF MEETING shall be to consider the Telephone System
Bids.
Kathy McIntosh was present to anwser any questions the Mayor and
Council might have.
Public Works Director Steve Smart gave a report on the bids
recieved for the Telephone System.
Kathy McIntosh explained the different systems American Bell
could provide.
Councilman Quick expressed his concerns with the American Bell
System.
The Mayor and Council discussed the different systems.
Councilwoman Hopkins made a motion to accept the American Bell
Proposal because American Bell was the lowest bidder based on
the following criteria. 1) American Bell can provide the
service the city requires. 2) The uncertainty as to the
lower bidders meeting the specifications. 3) The uncertainty
as to the lower bidders being able to maintain the essential
equipment in an emergency situation.
Councilman Kinghorn seconded the motion. Roll Call vote:
Councilwoman Hopkins -Yes. Councilman Kinghorn -Yes.
Councilman Quick -No. Councilman Nield- Excused.
Councilman Kinghorn made motion to ajourn the meeting at 10:20p.m.
Councilman Quick seconded the motion. All members present
voted in favor of the motion.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of
the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck City Municipal Offices,
5160 Yellowstone Ave., at the hour of 8:30 p.m. on this date,
July 20, 1983. The object of the special meeting shall be to discuss
the Telephone System Bid.

Pursuant to the call set forth above, notice is hereby
given of a special meeting of the Chubbuck City Council at the
time and place, and for the object, recited in the call.
