COUNCIL MEETING MINUTES
May 247 1983
Minutes of the regular council meeting held in the city municipal
building, May 24, 1983.
Present: Mayor John O. Cotant Jr., Councilmembers Becky A. Hopkins,
Dwain A. Kinghorn, Thomas S. Nield, Public Works Director Steven
M. Smart and City Clerk Ron C. Conlin. Councilman Leroy S. Quick and
Attorney B. Lynn Winmell excused from meeting.
Meeting was called to order at 7:30 PM by Mayor Cotant.
Invocation was given by Bishop Dean J. Groesbeck, Bishop of the
48th Ward, Church of Jesus Christ of Latterday Saints.
APPROVAL OF MINUTES-Mayor Cotant asked for corrections or additions

Councilman Kinghorn moved to approve minutes of May 10 as written.
Councilman Nield seconded motion. All councilmembers voted in favor
of motion.
Councilman Nield asked if the bond for the City Clerk read City
Clerk and Treasurer or just City Clerk. Ron C. Conlin will check
on this.
HOMESTEAD ROAD WATER AND SEWER SERVICES - Mayor Cotant and Council
invited owners and interested buyers of property along Homestead Road
to attend meeting to discuss installation of water and sewer utilities.
In attendance was Glenn Perry, Bruce Richman, George Bartschi, Gordon
Waford, and Theron Dreiver.
Public Works Director Steven M. Smart gave a report on the estimated
costs of the water and sewer line. This was estimated at $37,000.00
total or $3,700.00 each for ten lots. Gordon Waford asked what zone
Homestead Road was zoned, he thought it was an agriculture zone.
Steve M. Smart said that it was zoned in R-2. *correction
Councilwoman Hopkins asked if there was anyway the City could ~ for financing
the project.
Mayor Cotant said the City would look into this. Suggested maybe a
LID.
Discussion on septic tanks in the area.
Councilman Kinghorn suggested that the City should make the costs
(Equipment and Manpower) as less expensive as possible.
Mayor Cotant asked Steve if the City could do the work. Steve said
he would recommend we bid the job. If the job is bid we will notify
the interested Homestead parties. The City has right to reject all
bids.
Mayor Cotant said the City would proceed as if it were going through
with it. Mayor Cotant said the City would have an answer within a

couple of weeks.
ACCEPTANCE OF DEED OF DEDICATION, Bullock Street
Councilman Nield made a motion to accept the Deed including
contract between the City, Bullock, and Sherman to curb,
gutter and sidewalk the south side of street.
Councilwoman Hopkins seconded the motion. All in favor of
motion.
BUSINESS LICENSE FOR ARLENE HAWKES TO SELL WORLD BOOK CHILDCRAFT
Councilman Nield made motion to advise Arlene Hawkes
to be at the council meeting of June 14.
Councilman Kinghorn seconded the motion. All councilmembers
voted in favor of.
AUCTION FOR PUBLIC LAND SALE-
Steve M. Smart recommended that June 28th be set for the auction.
Councilwoman Hopkins asked to be excused from that meeting.
Steve said that a letter would be sent to local realtors, with a
picture of the land.

Mayor Cotant and Councilmembers decided not to §o wi~b SICOG
after discussing.

CLAIMS:
Four handcheck claims from the General Fund and one from the
Waterworks Fund were presented to the Mayor and Council for
approval.
After reviewing, Councilman Nield moved to approve the hand checks
as presented. Councilman Kinghorn seconded the motion. All
councilmembers present voted in favor of motion.
GENERAL DISCUSSIONS:
1)
Discussion on memo that Steve send Umpires, Coaches and Kids,
in regards to the kids jumping over and climbing the fences at
ballparks.
2) Mayor Cotant asked the councilmembers that they have their budget
request turned in to him by the 14th of June.
3)
Discussion on Personnal Policy. Vera is making copies of the Sandpoint
Policy. The Mayor asked the councilmembers to study and think about
it.

4) Discussion on Employee Salaries.
5)
Mayor Cotant discussed with the council the high cost of
health insurance. Mayor Cotant said that he has asked for
a bid from Blue Shield.
6)
Discussion on reports that the restrooms were not open at
Stuart and Bicennential Parks during the baseball games.
Steve said he would check into it.
7) Discussion of land bound on the west by Hiline Road, North
by East Chubbuck Road.
Councilman Kinghorn moved, Nield seconded, with full council approval to adjorn meeting at 10:27 p.m.
