March 15, 1983
Minutes of the adjourned council meeting of March 8, 1983 held in the
city municipal building March 15, 1983.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins,
Dwain A. Kin~horn, Thomas S. Nield, LeRoy S. Quick, Attorney B. Lynn
Winmill, and City Clerk Vera C. Armstrong.
Meeting called to order at 7:40 p.m. by Mayor Cotant.
CITY BUILDING BID - Attorney B. Lynn Winmill made a report to Mayor and
Council regarding financing arrangements on construction of the
new city building.
Attorney Winmill reported the following options as possibilities
on financing, 1) finding money within our own budget, 2) lease-
purchase agreement with banks, 3) builder convey building on lease-
back purchase, 4) total independent financer.
REVISED LAND USE ORDINANCE- Mayor and Council have requested some
changes in the revised Land Use Ordinance since the full reading
made on March 1.
Mayor Cotant read title of Revised Land Use Ordinance in full
as the second reading.
Attorney Winmill read the new revisions in full from the following
Sections. Section 1-5, a new paragraph (c) Animal Care Site definition,
page 2. Section 2-3, creating new sub paragraph (c). Section
2-3, Schedule of General Controls, Add Animal Care Site, with not
being allowed in Agricultural, Residential l, Re§idential 2, and
Neighborhood Commercial - 1, Conditional in General Commercial
(C-2) and Industrial, page 9. Section 3-3, Adding new paragraph
(3) under ~, accessory structures, page 14. Section 3-3, sub-
paragraph (b) animal care sites, page 15. Section 7-2, Hearing
procedures. Section 7-3, Variances, paragraph (c). Section 7-4,
Conditional use permits, pages 36 and 37.
General Discussions - 1) Tape recorders for police department.
Councilman Kinghorn moved, Hopkins seconded, with full council approval
to adjourn meeting at 10:25 p.m.
