Minutes of a special meeting of the mayor and council held in the
city municipal building February 22, 1983.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins,
Dwain A. Kinghorn, Thomas S. Nield, LeRoy S. Quick, Attorney B.
Lynn Winmill and City Clerk Vera C. Armstrong.
Meetin~ called to order at 6:15.
Purpose of special meeting is to discuss a personnel matter of the
police department,in regard to complaint by citizens of possible
police harrassment.
Councilman Quick moved to enter into an executive session, because
of the confidentiality of the matter concerning a complaint of
harrassment and being related to police personnel. Mr. and Mrs.
Eldon Muir, together with a group consisting of Donna Jean Cluff,
Ray D. Cluff, Allene Stoor, and Pat Wahl were invited to the
executive session meeting. Councilman Nield seconded motion. ~6te
was unanimous in favor of motion.
In executive session the mayor and council heard from all citizens
caring to make comment and complaint in regards to the harrassment
complaints. Citizens were advised by mayor and council that they
would research the situations in depth.
Councilman Quick moved, Councilman Nield seconded with full council
approval that special meeting, which consisted only of the
executive session, adjourn at 7:35 p.m.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned
mayor of the City of Chubbuck, Idaho hereby calls a special
meeting of the City Council to be held at the Chubbuck City
Municipal Building, 5160 Yellowstone Avenue, at the hour
of 6:00 p.m., on this date the 22nd of February 1983. The
object of the special meeting shall be to discuss a personnel
matter 6f the police department, in regard to complaint by
citizens of possible police harrassment.

Pursuant to the call set forth above, notice is hereby
given of a special meeting of the Chubbuck City Council at
the time and place, and for the object, recited in the call.
