Cotant, Jr. Councilmembers Becky A. Hopkins, Dwain A. Kinghorn, Thomas S. Nield, LeRoy S. Quick, Public Works Director Steven M. Smart, City Clerk Vera C. Armstrong. Attorney B. Lynn Winmill excused from meeting. Meeting called to order at 7:35 p.m, by Mayor Cotant. APPROVAL OF MINUTES: Mayor Cotant asked for corrections or additions to council meeting minutes of January 25, 1983. Councilman Kinghorn moved to approve minutes of January 25, 1983 as written. Councilman Nield seconded motion. Vote was unanimous in favor of motion. BIDS - FUEL BIDS were opened. The bids were as follows: Bidder C6wbow Oil Co. Bowen Oil Co. Leese Oil Co. Herzpg Oil Co. Councilman Quick seconded motion. voted in favor of motion. BIDS - MOWER BIDS Were opened. The following bids were received. Councilman Kinghorn seconded motion, voting was unanimous in favor of motion. LICENSE APPLICATION, Dorian B. Bowen, has applied for license to operate and conduct a warehouse tool sales out of his truck at 4260 Yellowstone, Roadrunner Travel Shop. Police have approved the application. After considerable discussion with seemingly unanswered questions, Councilman Quick moved to table any action oh license application until such time as Mr. Bowen is able to attend the meeting to answer questions of councilmembers. Councilman Nield seconded motion. All councilmembers voted in favor of motion. DESIGN REVIEW - NORJAM, an Idaho general partnership, 4990 Valenty, has made application for a design review permit to build a fast food restaurant, Burger King, at 4508 Yellowstone. Robert Thompson, Alpine Engineering, represented NORJAM. Mayor and council reviewed the plans, lot layout of parking, playground and landscaping design. Concern was voiced in regards to safety of playground location. It was noted the height of sign proposed will require a variance application and public hearing. 17 After reviewing, Councilman Nield moved to approve the design review on the proposed Burger King at 4508 Yellowstone, excluding the height of the sign. Councilwoman Hopkin§ seconded motion. All councilmembers voted in favor or motion. FIRE DEPARTMENT ANNIVERSARY - Chief Bart Parrish announced the Fire Department were celebrating their fifteenth anniversary, February 16, at 7:30 p.m. at the E1 Cielito. Chief Parrish invited the mayor and council to attend the function, which will consist of a no-host dinner, he also requested conffrm- ation on their attendance. CLAIMS - A computer print-out and hand check print-out of claims were presented to mayor and council for approval. After reviewing, Councilman Quick moved to approve the computer print-out and hand check print-out list of claims as presented. Councilman Nield seconded motion. Vote was unanimous in favor of motion. 19 CONSIDERATION TO PURCHASE SURVEYING INSTRUMENTS - Public Works Director Steven Smart requested that mayor and council approve the purchase of some new surveying instruments which he feels the city is in need of. Approximate costs of equipment is $2,900. Councilman Nield moved to approve the purchase of the surveying instruments. Councilman Quick seconded motion. All councilmembers voted in favor of motion.
