COUNCIL MEETING MINUTES
November 27, 1990
Minutes of regular meeting held in the city municipal building,
November 27, 1990.
Present: Mayor John O. Cotant, Jr., Council members Leroy S. Quick,
Steven M. England, David A. London, W. Dean Wood, Public Works
Director Steven M. Smart and City Clerk Ron C. Conlin.
Attorney Thomas J. Holmes was excused.
Meeting was called to order at 7:30 p.m. by Mayor John O. Cotant.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections or
additions to the minutes of November 13, 1990.
Councilman Wood moved to approve minutes of November 13, 1990
as read. Councilman Quick seconded. All council members voted
in favor of motion.
ORDINANCE ~347 - An ordinance amending Chubbuck Municipal Code
Section 18.04 to define self-service storage facilities;
amending Chubbuck Municipal Code Section 18.08.040 to provide
for a self-service storage facility in the schedule of land
use controls.
Gary Ratliff, 4970 Apache Dr., Pocatello said because of costs
the ordinance requires, the ordinance will make it hard for
self-service storage facilities operators to start a projects.
Mr. Ratliff asked if this ordinance will have a bearing on his
projects on West Linden and Burley Drive. He was told a
conditional use permit was issued him on W. Linden Ave., this
ordinance will have no bearing on these projects. Mr. Ratliff
asked if he could have in writing, a letter stating these two
projects will not be affected by the ordinance. Attorney
Holmes will be directed to send Mr. Ratliff a letter.
Mr. Ratliff expressed the following concerns:
1. Three acre limitation on self-service storage
facilities, he cannot expand, because he is 2.9 acres
now.
2. Would like self-service storage facilities permitted
in commercial zone without conditional use permit.
3. Only fifty percent of property can be building,
driveway does not make him monies.
4. Fence requirements.
5. Requirement of going through Design Review Committee.

ORDINANCE #348 - An ordinance adding Chapter 8.30 to the Chubbuck
Municipal Code to provide standards for the type of solid fuel
heaters, including wood stoves, to be sold or installed in the
city.
Mayor Cotant read Ordinance #348 in full, for the first
reading.
Doug Tanner, 4613 Yellowstone Ave. said the EPA is putting the
squeeze on installers, insurance companies, etc. Mr. Tanner
said his objective is to get the unsafe installations out and
try to get the clean burning stoves in. Mr. Tanner said he is
in favor of the ordinance.
Councilman England moved to dispense with rule of reading

ORDINANCE ~349 - An ordinance adding Chapter 8.28 to provide for
the assessment of the cost of construction of sidewalks and
curbs against the property owner.
Mayor Cotant read Ordinance ~349 in full, for second reading.
The only change in last meetings draft is to give the Council
discretion, to provide a time for construction, repair, or
replacement of the curb or sidewalk, that is between one and
six months from the date the person receives the notice.
Councilman Wood moved to dispense with rule of reading

ORDINANCE ~350 - An ordinance amending Chubbuck Code Section
9.20.061 to change the civil penalty for animals running at
large from $10.00 to $20.00 for each occurrence, and from
$15.00 to $25.00 if not paid within ten days.
Councilman Landon read Ordinance #350 in full for second
reading.
Councilman Quick moved to dispense with rule of reading

CURB, GUTTER AND SIDEWALK STREETS AND LANDSCAPING ORDINANCE -
An ordinance adding Chapter 15.32 to the Chubbuck Municipal
Code providing for new commercial uses of property to comply
with existing ordinances regarding curb, gutter, sidewalk,
streets and landscaping; amending Section 18.14.040 to bring
it into harmony with Chapter 15.32.
After discussion, Council decided to table the ordinance until
December 11, 1990 Council Meeting.
EMPLOYEE HEALTH INSURANCE - Discussion about a resolution the City
of Twin Falls adopted, establishing a policy on the city
employees' health benefit plan.
In this policy the City of Twin Falls will pay the full
premium for those employees and (spouses), if applicable, who
participate in the city health evaluation program, also who
have a risk factor of one point or less as set forth in
standards adopted.
Mayor Cotant suggested the council review and present
comments. Current policy with Blue Cross extends through
September 1, 1991.
CLAIMS - Computer print-out and hand check claims presented to
Mayor Cotant and Council.

Councilman Wood moved to approve computer print-out and hand
check claims as read, Councilman Landon seconded, All council
members voted in favor of motion.
REPORT - FIRE CHIEF CARY CAMPBELL - Fire Chief Cary Campbell stated
City Employees will receive a day off for five year safety
award. The Fire Department does not work full time so, Chief
Campbell suggested volunteer firemen receive a $50.00 gift
certificate for five year safety award.
Councilman Wood moved to allow volunteer firemen to receive
a $50.00 gift certificate for five year safety award this
year. Councilman England seconded. All council members voted
in favor of motion.
FC Campbell gave a report on the structural engineer's report
on Chubbuck Fire Station.
Mayor Cotant suggested a Fire Station Committee Meeting be
held on, Tuesday, December 4, 1990 at 5:30 p.m. in City
Council Chambers.
PUBLIC FIRE PROTECTION REPORT - FC Campbell reported the City of
Chubbuck is reduced from Class 6 to Class 5. FC Campbell said
the we missed the 4 classification by 1.19 points.
FC Campbell said he is making contact with the Fire Rating
Bureau, to see if there is a way of meeting the necessary
standards for a Class 4 Rating, without going through the
entire rating process.
FC Campbell reported to Mayor Cotant and Council standards he
thought will have to be met, before the city can receive a
Class 4 rating.
FC Campbell to check with Fire Rating Bureau to see how Pine
Ridge Mall affects city's rating.
FC Campbell discussed at length with Mayor Cotant and Council
the following:
1. Receiving and handling fire alarms.
2. Fire Department.
3. Water Supply.
4. Hydrant Flow Data Sheet.
5. Fire and Drill attendance.

FC Campbell suggested the department implement a minimum
training and drill attendance requirement.
Public Protection Report attached to minutes.
GENERAL DISCUSSION -
Councilman Quick said the Police Department changed
uniforms a while back, they have some of the old uniforms,
and would like to sell them, then use the monies to
purchase new uniforms for the explorer group. Council
felt, if okay with Attorney Holmes, the uniforms can be
sold and used for purchase of new uniforms for explorer
group.
At 10:20 p.m., Councilman Landon moved, Councilman England
seconded, with full council approval to adjourn meeting.

The new ~lassification system for cities is a credit-type schedule u~ich will
recognize suppression performance on a measured basis. It is objective in that
each item can be mathematically evaluated and an -~ount of credit can be
calculated. The new schedule has been designed to develop the average class of
fire protection for the small to moderate size buildinBs, which are the vast
majority of all buildings in nearly all cities. This syst~n compares the
average available protection with the avezage protection needed for these
buildings. Each specific item of the classification system is explained
.briefly in the following paragraphs.
Items 401-406
Telephone Service. - Each telephone line provided for fire
department emergency and business service is credited, up to
the number needed. The nember of lines needed depends upon
the number of calls received. The telephone directory
listings are also evaluated as to convenient and conspicuous
location for both emergency and business n~bers.
Items 410-~12
Operators. - Each fire alarm operator is credited, up to the
number of operators needed. The nmnber of operators needed
depends upon the total number of calls and the method of
operation.
Items 420-422
Dispatch Circuits. - Fire departments, except for a single
station department with on-duty personnel ;eceivin§ alarms
directly at the station, need adequate means for notifying
personnel of the location of fires. Credit is given for the
ability and reliability of the alertinE system to notify
those members expected to respond.
Items 510-513
Engine Companies. - Credit is given, depending on the amount
of equipment, for each in-service pumper up to the number of
needed pompers. The n~ber of p~pers needed depends upon
building fire flows and response distances.
Itams 520-522 - Reserve Pumpers. - Credit is given for pumpers in reserve.
Items 530-532
l%np Capacity. - Credit is given for pump capacity of
in-service pumpers, reserve pumpers and pumps on other
apparatus up to the needed pump capacity. The pump 'capacity
needed depends upon building fire flows.
Items 540-544
Ladder Service. - Credit is given for ladders, tools and
ladder truck equipment normally carried on in-service
'apparatu~ for operations such as forcible entry, ventilation,
salvage and overhaul operations in all cities. The number
and type of se~vlce needed depends upon the height of
buildings and the response distances.
Items 550-552 - Reserve Ladder Service. - Credit is given for ladder and
service trucks in reserve.
Items 560-562
Distribution of Companies, -.Credit is given for the area of
the city within satisfactory first alarm response distance
of pumpers, and ladder and service trucks.

- Company Personnel. - Credit is given for the personnel
responding to first alarms of fire.
Items 580-582
Training. - Credit is given for training facilities used to
train individual fire fighters and companies; training at
fire stations; training of officers, drivers and recruits;
and, pre-fire planning surveys.
Items 610-614
Evaluation of Water Supply System. - Credit is given for the
available water supply at representative locations in the
city. The adequacy of the supply system may be limited by
the water supply works, the water distribution system or the
spacing of fire hydrants.
Items 620-622
- Hydrants. - Size, Type and Installation. - Credit is given
for the number of satisfactory hydrants installed.
· Items 630-634
Inspection and Condition of Hydrants.'- Credit is given for
the frequency and completeness of hydrant inspections and
for the condition of the hydrants.
Items 700-70~
Total Credit And Divergence. - A difference between the
suppression potential of the Fire Department and the capa-
bility of the Water Supply System prevents the better
feature from being u~ilized to the degree credited. There-
fore, an adjustment is made'to reflect the difference
between these t~a~ features.
The class of protection at each of the few buildings in a city that have a :~ .
Needed Fire Flow greater than 3500 gpm is determined by comparing the available ....
protection with the protection needed for each such building.
Items 1000-1003 -
Evaluation Of Fire Department Companies. - Credit is given
for each in-service engine and ladder company, automatic-aid
engine and ladder company, reserve pt~nper and ladder truck,
and outside-aid engine and ladder company up to the needed
engine and ladder companies. The number of needed engine
and ladder companies depends upon the Needed Pire Flow for
the building being evaluated.
Items 1100-1108 -
Water Supply Works. - Credit is given for the available water
supply for the building being evaluated. The adequacy of
the supply system may be limited by the water supply works,
the water distribution system or the spacing of fire
hydrants.
Items 1200-1202 -
Classification For An Individual Property. - The class of ·
protection available for a specific buildin~ is the least
protection of that provided by the Fire Department Companies
and that provided by the Water Supply Works.
