Minutes of a special meeting held in the city municipal building,
October 30, 1990.
Present: Mayor John O. Cotant, Council members Steven M. England,
David A. Landon, W. Dean Wood, Public Works Director Steven
M. Smart, and City Clerk Ron C. Conlin. Council member Leroy
S. Quick and Attorney Thomas J. Holmes were excused.
Meeting was called to order at 5:10 p.m. by Mayor Cotant.
PURPOSE OF MEETING shall be to discuss utility rates to support
current budget.
UTILITY RATE DISCUSSIONS - PWD Smart presented to Mayor Cotant and
Council a packet containing the following:
1. Utility Revenues and Expenditures FY 87 - 90.
2. 1989-90 Actual Fund Balances.
3. FY 1991 Water, Sewer & Sanitation Budget.
4. Utility Rate Work sheet on water, sewer and
sanitation.
5. Proposed rate comparisons between, Camelot, Circle
Inn, Briarwood, Pine Ridge Mall, Denny's, Cottonwood
Cove, Little Tree Inn and Motel 6.
City Clerk Conlin reported to the Council, Idaho Falls and
Lewiston charge 2 times and 1 1/2 times respectively, for
outside city services. The following do not charge extra for
outside city services: Coeur D'Alene, Boise, Blackfoot, Twin
Falls.
PWD Smart said city residents are most likely subsidizing the
Pine Ridge Mall.
PWD Smart indicated the water cost for the larger users, shows
there is not that much of an increase, the sewer makes the big
difference.
Council was in agreement that we should look into building our
own sewer treatment plant.
Councilman England said it is not in the best interest of city
residents to pay the 81 cents now, then most likely will have
to pay an increase anytime Pocatello felt it was needed.
PWD Smart stated these proposed rates are based on customer
demand.

After considerable discussion, it was decided the council will meet
November 6, 1990 at 5:00 p.m., in Special Meeting to continue
discussion of utility rates.
At 7:05 p.m., Councilman England moved, Councilman Wood seconded,
with full council approval to adjourn meeting. ~

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned Mayor
of the City of Chubbuck, Idaho, hereby calls a special meeting of
the City Council to be held at the Chubbuck Municipal Building,
5160 Yellowstone Avenue, at the hour of 5:00 p.m., on the 30th.
day, of October, 1990. The object of the special meeting shall be
to 1. Discuss utility rates to support current budget. 2. Discuss
current business license fee of $10.00.

TO: MAYOR AND COUNCIL OF THE CITY OF CHUBBUCK, IDAHO.
Pursuant to the call set forth above, notice is hereby given
of a special meeting of the Chubbuck City Council at the time and
place, and for the object, recited in the call.
