Cotant, Jr., Council members Leroy S. Quick, Steven M. England, David A. Landon, W. Dean Wood, Attorney Thomas J. Holmes, Public Works Director S%even f4. Smart and City Clerk Ron C. Coniin. Meeting was called to order at 7:32 p.m. by Mayor Ootant. APPROVAL OF MINUTES Maycr Cotant asked for corrections er additions to April 24, 1990 Council Meetin~ Minutes. WEST DIRECT POCATELLO OFFICES - ~re. Ju!ie kami!ton was present to advise Mayor Ootan~ and Council of the Idaho Public Utilities Commission Hearings concerning U. S. West Communications closure of Pooatello Sales a~sd Service Office, on June 7, 1990. The hearing is scheduled for May loth., 1990, at 1:00 p.m. and 7:00 p.m., ac the Pocatello Quality inn. Mayor Cotant said he will 3e in attendance and be involved. Councilman England suggested the Council adopt a reeolutioi~ to present at the hearing. After discussion, OouncSlman England moved to direct Mayor Cotant to sisn a resolution opposing the closure of U. S. West, Communications closure of the Pocateilo Sales and Service Office. Councilman Quick seconded. All council members voted ill favor of motion. POCATELLO JAYCEES Oatty Anthony, 3301 E. Ms. Anthony said the Pooateiio Jaycees would lies to i~]s!ude the City of Chubbuck, and ca!! the display ~he Poca%eilo- Chubbuck Centennial Aerial Display. Ms. Ant~,ot]y said the Pocatel]c dayoees are asF'.iF~g for' a $500.00 contribution from the City of Chubsuck~ 'with this 103 103 POCATELLO JAYCEES (cont.) contribution, the City of Chubbuck will be included in all advertising. Mayor Cotant stated the City the budget in the near future, consideration. of Chubbuck will be discussing and will take the request under ORDINANCE ¢334 - An ordinance ordering the acquisition and construction of a building site, building and suitable equipment and apparatus necessary for fire protection for the City of Chubbuck, Idaho; directing, subject to the approval of the qualified electors of said city, that general obligation bonds of said city in the amount of $500,000.00 be issued to pay the cost thereof; calling an election for the purpose of submitting to the qualified electors of said city the proposition of the issuance of such bonds; and providing for the issuance of such bonds and the levy of a tax to pay such bonds in the event they are voted at such election. Mayor Cotant read Ordinance ¢334 once by title. Mayor Cotant read Ordinance ¢334 by title, and was then read in full. Mayor Cotant announced that one purpose of the meeting was to consider the adoption of an ordinance regarding (1) the issuance of general obligation bonds to finance the acquisition and construction of a building site, building and suitable equipment and apparatus necessary for fire protection, (2) the calling of an election with respect to such transaction. Councilman Wood moved to dispense with the rule requiring the reading of Ordinance ~334 on three different days and once in full. Councilman Quick seconded. Roll Call Vote: Quick, yes; England, yes; Landor, yes; Wood, yes. Councilman England moved to adopt Ordinance ¢334 as read. Councilman Quick seconded. Roll Call Vote: Quick, yes; England, yes; Landor, yes; Wood, yes. RESOLUTION ~4-90 It is resolved by the Council of the City of Chubbuck, for the purpose of a Special Bond Election. Mayor Cotant read Resolution ~4-90 in full. Councilman Wood moved to adopt Resolution ¢4-90 as read. Councilman Landor seconded. All council members voted in favor of motion. 105 ORDINANCE ~335 - An ordinance of the City, amending the day care license to provide for ail licenses to expire a~ the end of a calendaF yeaF; providing for the transition with respect to existing license; providing the expiration date for license issued mid year, Mayor Cotant read Ordinance ¢~ou in full, Councilman England moved to dispense with the rule of reading Ordinance ¢335 on three separate days. Councilman Landon seconded. Roll Call Vote: Quick, yes; England, yes; Landon, yes; Wood, yes. Councilman Wood moved to adopt Ordinance ~335 as read. Councilman Quick seconded. Roll Call Vote: Quick, yes; England, yes; Landon, yes; Wood, yes. POLICE DEPARTMENT PERSONNEL POLICY - Mayor Cotant and Council were presented revised portions of the police personnel policy witi} respect to its special operations unit and hostage situations. Councilman ©uick stated he felt the changes are 9cod policy. PROCLAMATION - "POPPY DAYS AND POPPY MONTH" - Mayor Cotant read the proclamation in full. Councilman Quick moved to direct Mayor Cotant to proclaim, May as "Poppy Month", and May 18th. and May 19, 1990 as "Poppy Days". Councilman Landon seconded. All council members voted in favor of motion. CLAIMS Computer print-out and hand check claims presented to Mayor Cotant and Council. Councilman Landon moved to approve computer print-out and hand check claims as read. Councilman Wood seconded. All council members voted in favor of motion. MINUTES OF PRESENTATION OF GENERAL OBLIGATION BOND ELECTION ORDINANCE ¢334 HELD MAY 8, 1990 - City Clerk Ron Conlin stated, among the executed documents of the general obligation bond election ordinance, there is required to be copies of approved minutes of the presentation of the General Obligation Bond Election Ordinance ~334. 107 MINUTES OF PRESENTATION OF GENERAL OBLIGATION BOND ELECTION ORDINANCE #334 HELD MAY 8, 1990 (cont.) Mayor Cotant read the minutes of 3resentatior of the General Obligation Bond Election Ordinance ~334 in full. Councilmat~ Quick moved to approve the minutes as read. Councilman Wood secol~ded. All council members voted in favor of motion. GENERAL DISCUSSION - Councilman England stated two members of the Chubbuck Fire Department should be recognized for service. Kent Parrish presented a letter, stating he would like to be put on the inactive list, and Jeff Barber has a job transfer. Council was in agreement, these two fire fighters should b6 recognized. It was decided the recognition will be at a Council Meeting. Mayor Cotant suggested there be some sort of pla9ue with former fire fighters names engraved on it. Fire Chief Campbell was asked to pursue, finding a plague for Kent Parrish and Jeff Barber. 1990.
