Minutes of a special public hearing meeting held by the Planning and Zoning
Commission at the city municipal building April 18, 1974.
Present: Acting Chairman Del Peters, Commission members, Allen Martin, Jack
Menard~and Ed Reese. Meeting called to order at 8:00 p.m. by Del Peters.
PUBLIC REARING IT, S:
Dan E. and Ellen E. Kunz, 457 Whitaker Road requests a conditional use permit
to allow them to build and operate a reception center on the west side of the
400 block , Whitaker Road, which is in a Residential -2 Livestock zone. Dan
Kunz presented his plans and showed the proposed layout for access road, building
placement and parking.
After some reviewing and discussion with the commission Ed Reese moved the P & Z
commission recommend the council approve the conditional use permit with the
stipulation a six foot screened fence along each side of property be constructed
and a fifty foot black topped driveway and black topped parking areas be
provided. Allen Martin seconded motion with an unanimous vote in favor of
motion
LEE ANDLOIS LENNON request a conditional use permit to use the Primitive Baptist
Church on the corner of Adams Drive and Lucky as a reception center. This
property being in a Residential-2 Trailer zone. Lee Lenon presented a proposed
layout of their planned parking and development at the church area.
Duane Kearn, James Stones, Clyde Kofoed, Darrell Burro~, George Murdock,
George Wainscott, Dave Higbee, Richard Russell and Rex Christensen all voiced
opposition for use of the church building in their residential area because of
noise, increased traffic flow, lack of adequate parking, danger to children on
streets and that the area was too limited for such a business.
Allen Martin moved the P & Z recommend the council deny this conditional use
permit request because of the area residents o~jection and the heavily congested
area. Reese seconded with an unanimous vote in favor of motion.
Reese moved the meeting adjourned at 9:15, Nenard Seconded.
