city municipal building March 7, 1974.
Present: Chairman James Branson, Commission members Jack Menard, Del Peters,
Larry Rawlins and Ed Reese. '
Chairman Branson called meeting to order at 8:00 p.m.
Minutes of the February 7 meeting read and approved as written.
PUBLIC HEARING ITHMS: Harry Belangee, 150 .South Lucky requests a conditional
use permit to allow him to construct a four-plex residential unit on his
property which is in a Residentisl -2 Trailer zone. Commission Chairman
Branson stated he felt curb, gutter and s~deWalks should be required. Mr.
and Mrs. Melvin Judkins voiced objection to granting the permit. Jack Menard
informed Mr. Belangee his parking would need to be designed so cars did not
back out on Lucky Street. Larry Rawlins made motion P & Z commission approve
conditional use permit subject to council approval if parking is designed as
directe~ curbs, gutter and sidewalk installed. Peters seconded with an un-
animous vote in favor of motion.
FOUR-PLEX CONDITIONAL USE PERMIT REQUEST - Dan E' and Ellen E. Kurtz, 457 Whitaker
Road are requesting a conditional use p~rmit which would allow them to con-
struct a foUr'plex residential unit on Whitaker Road. After some discussion
Del Peters made motion the commission approve the conditional use permit
provided curb, gutter and sidewalks be installed. Reese seconded with au
unanimous vote in favor of motion.
RECEPTION VARIANCE REQUEST - Dan E. and Ellen E. Kunz, 457 Whitaker Rd, requests
a variance which would allow them to construct a reception center and operate
this business in the 400 block Whitaker Road which is zoned Residential-2
Livestock. The building w~ll set back from Whitaker Road approximately 200
feet with an attractive fifty foot hard surfaced entrance from Whitaker Road
and screening along both sides of.the, development. Ed. Reese made motion ~
commission approve the variance request with provision area across front
and driveway be constructed with curb, gutter and sidewalk. Peters seconded
motion with an unanimous vote in favor.
Public hearing requests set for March 21 discussed.
