HomeMy WebLinkAbout012 05 74PLANNING AND ZONING MINUTES December 5, 1974 Minutes of the regular meeting of the P%anning and Zoning commission held in the city municipal building December 5, 197&. Present: Chairman James Branson, Commission members, Allen Martin, Jack Menard, Rodney Parrish, Del Peters and Ed Reese. Larry Rawlins excused. Minutes of November 7 meeting approved as written. PUBLIC HEARING ITHM: Don and Florence Winegar were present and Mr. Winegar expressed their desire to live in a mobile home on their place of business which will be Eastern Idaho Trailer Sales. Mr. and Mrs. Winegar are the managers. The lot will have 30 to 50 mobile homes on lot for sale at all times which will have water, sewer and electricity hooked up t° all mobile homes and would require much care. The vandalism problem with mobile homes is a big problem. Several zoning members expressed appreciation for their problem and informed the Winegars ef!~.%he legal problem the city has had the past three years in getting an ille~aalrkte~ailer moved. After further discussion Del Peters moved the commission recommend the variance be denied by council. Ed Reese seconded motion with all commission members voting in favor except Rodney Parrish who abstained from voting. CAREFREE MOBILE HOME SALES_ Hal Clarke and Lowell Allen were present to request the variance allowing them to use a mobile unit as an office for their trailer sales be renewed for an additional year. Mr. Allen informed commission they were hoping to be able to purchase the property within the next year and make some additional approvements. Carefree Mobile Home Sales have installed their curb, gutter and sidewalk. Ed Reese moved the variance be allowed for another year period. Motion seconded by Allen Martin with an unanimous vote in favor of motion. PUBLIC HEARING IT~ - Conditional Use permit request to build their library building on Lots ~i, 2, 3, and 4, Block 5 of a proposed subdivision of Clark Real Estate was presented by Anna Green, Doris Lyman and Rodney Clark. The structure will be brick with forty three parking spaces proposed, clark Real Estate will be the contractors for the proposed Portne~f Library District Building. After some review and discussion Allen Martin moved the commission recommend council approve the conditional use permit request. Del Peters seconded motion. All commission members approved motion with exception of Rodney Parrish who voted no because he felt more parking should be required. Planning and Zoning commission reviewed the building plans. It was determined the parking spaces were the amount required by zoning. Rodney Parrish felt more parking are~hould be required. ANNEXATION - Rodney Parrish moved the P & Z Commission recommend the council do some annexing of property, from Stuart canal north along sewer easement line to Siphon Road and east to city limits, Mortgage Insurance property north of Siphon and re-annex the Hancock and Hammond property. Ed Reese seconded motion with all commission members voting in favor with exception of Del Peters who abstained from voting because of his personal interest in a portion of the property re- commended to be annexed. SUBDIVISION AMENDMENT - Attorney Burnett attended last part of meeting. Rodney Parrish questioned Mr. Burnett on proposed amendment to subdivision whereby a person could not even negotiate to sell any part of a subdivision prior to filing the final plat. Matter discussed. Mr. Burnett told commission some changes could be made in the language. Pag~2" ,~lanning and zoning minutes - December 5, 1971 IDAHO POWER LINE - Jack Menard reviewed with commission plans of Idaho Power to install their new power line west on Chubbuck Rd to Whitaker Rd and north to Siphon Rd. Mr. Menard told commission he had heard the poles would be of greater size and easements would be needed on Whitaker Rd to place these poles. He felt it would be better for the line to continue north when it comes to Chubbuck Rd from the south and continue through the fields up on the hill until it comes to the point where itl'turns west on Siphon rd. Matter discussed and Allen Martin made motion the commission recommend city council contact Idaho Power and recommend this power line be installed directly north on section line where it intersects Chubbuck Ed from the south to a point north ~'where it will turn west and line up with the~'plans to install along ....
