HomeMy WebLinkAbout009 01 77PLANNING AND ZONING COMMISSION MINUTES sEpTEMBER 1, 1977 Minutes of the regular planning and zoning commission meeting held in the city municipal buiding September 1, 1977. Present: Acting Chairman Dell Peters, Commission members Dwain Kinghorn, Larry Rawlins, Jim Chatterton and Dee Stalder. Meeting called to order at 8:00 p.m. Minutes of the meeting held July 7, 1977 were read. Acting Chairman Peters asked if there were any corrections or additions. There being none Larry Rawlins moved the minutes of the July 7 meeting be approved. Dwain Kinghorn seconded the motion. A discussion followed on the Mrs. Margaret Ohlin, 4855 Joy, variance. The secretary was asked to send a letter to Mrs. Ohlin to remind her that a six foot fence was to be installed by fall. PUBLIC HEARING ITEM #1 -Stan Zweigart' 546 Bluebird, has requested a variance to allow him to operate a worm farm on property at 910 W. Chubbuck Road, owned by Dee Stalder. No new buildings or construction would be needed as only existing structures would be used. The property is presently zoned Combined Residential-Livestock (R-2L). Mr. Zweigart said the worm beds would be inside of the cellar. Acting Chairman Peters asked Mr. Zweigart if a retail business would be conducted at this address. Mr. Zweigart replied there would be no retail business, the worms would be harvested and shipped out once a month. He was asked what kind of worms would be raised. He said they would be red worms. Mr. Bert Frasure, 4881 Cole, asked about odor from the worm farm. Mr. Zweigart said there should be no oder, as manure is washed and sawdust is added to it to feed the worms. Mr. Gary Fink, 4871 Cole, asked if variance is granted if any problem arises would they have to wait for a year for the review. Chairman Peters said they would but if a problem arises they could contact the city and action would be taken. Commission Member Jim Chatterton made the motion that Stan Zweigart, 546 Bluebird, be granted a variance to allow the operation of a worm farm at 910 W. Chubbuck Road, on property owned by Dee Stalder. This variance to be on a yearly review. Larry Rawlins seconded the motion. The voting was unanimous. Dee Stalder abstained from voting. A discussion followed on the keeping of homing pigeons in the Neider Addition. Bryon Ohlin, 4855 Joy, member of the Portneuf Valley Homer Association, asked about heeping and training the pigeons at his home. He was told that a variance would be needed in order to have them in the Neider Addition. Commission Member Jim Chatterton nominated Dell Peters as Acting Chairman of the Planning and Zoning Commission until January 1, 1978. The voting was unanimous. Mr. Peters said he would accept on that condition. PLANNING AND ZONING MINUTES, SEPTEMBER 1, 1977 A discussion followed on the number of planning and zoning members needed on the commission. It was decided that the Planning and Zoning Commission would recommend to the City Council that a seven member commission be appointed with the possibility of two women being appointed.
