Meeting called to order at 8:00 p.m. by Chairman Dee Stalder. Present: Chairman Stalder, Commission Members: Becky Hopkins, Janet Williams, Dell Peters, Mike Metcalfe and Dean Wood, City Engineer,Steve Smart and Secretary, Dorothy Ward. Members Myrna Cain and Richard Allen were excused. PUBLIC HEARING ITEM: HEARING TO REVIEW PRELIMINARY PLAT FOR MISTY MANOR PARK, a mobile home park proposed to be developed at the southeast corner of the intersection of West Chubbuck Road and Hawthorne Road, by Joseph R. and Jo Ann Osier. Mr. Osier said he had met with the City Council and they had approved the lay out as is. He said they had negotiated on layout on some lots. He said they had put in some extra streets - homes will mostly face into streets, which is more like a regular subdivision. The Commission asked the City Engineer for his recommendations. He said that Mr. Osier had met the conditional use permit requirements, and the following were things that needed to be shown on the final plat. 1. Canal easement needs to be specified. 2. Landscaping has to be out of street right-of-way. 3. Easements need to be shown. 4. One water service is all that will be needed. 5. Fire Hydrant at south end of park, perhaps a temporary outlet for flushing purposes. 6. Under Ordinance,3/4 acre would be needed for recreational purposes and Mr. Osier is only providing ½ acre. 7. 40' right-of-way on Hawthorne and Chubbuck Roads. 8. Designation of lots, for leasing purposes. 9. Dry Wells - for discharge of run off. 10. Streets not to be dedicated. The Commission discussed these items with Mr. Osier. He was asked about the numbering of the lots. He said the lots were not for sale and he wanted to control the use of the ground; this is the reason he did not wish to dedicate the streets. Mr. Osier asked why the development had to be platted, as it was a private development. Engineer Smart told him the ordinance calls for platting and because of the easements being set aside develoment needs to be platted. Mr. Osier asked about pressure irrigation for his development. Dell Peters told him for a development like this a pressure line would be ideal. Especially with the canal running adjacent to it you can irrrigate any time you wish. Steven Smart told Mr. Osier there is a section in Idaho Code that deals with irrigation water and a decision needs to be made before a final plat is submitted. PUBLIC HEARING ITEM: MISTY MANOR PARK John Elle, Northwestern Engineering, reviewed a few of the problems that can be experienced with irrigation water. He said some times it was not feasable to retain the rights. Mike Metcalfe made motion to recommend to the City Council they accept the preliminary plat, of Misty Manor Park, submitted by Joseph R. Osier, subject to recommendations of City Engineer, Steven Smart. Dean Wood seconded the motion. The voting was unanimous in favor. Becky Hopkins reported the City Council had approved compensation to the Commission Members on a quarterly basis at rate of $10.00 per month, regularly scheduled meeting attendance required to receive compensation.
