HomeMy WebLinkAbout004 24 80 Special mtgLAND USE & LAND DEVELOPMENT COMMISSION MINUTES April 24, 1980 Minutes of the special meeting of the Land Use & Land Development Commission held in the city municipal building, April 24,1980 Meeting called to order at 8:16 p.m. by acting chairman Mike Metcalfe Present: Acting chairman Metcalfe, Commission Members: Richard Allen, Myrna Cain, Janet Williams, Del Bunce, Engineer Steven M. Smart, and Secretary Myrna Crapo. Chairman Metcalfe suggested and the commission approved to waive the reading of the minutes. Estates PUBLIC HEARING - S & N^requesting relief from certain provisions of Ordinances 205, 206, and 207 in regard to their subdivision located in the Chubbuck impact area lying north of Tyhee Road, just east of the railroad tracks, in Bannock County, Idaho. Item l' Relief to construct said subdivision in the light industrial zone as outlined in the City of Chubbuck Land Use Ordinance No. 205, which is in the Residential Suburban Zone of Bannock County. Item 2: Relief from Ordinance No. 207, Section 2-2-A-4a to construct aerial electrical utility lines. Item 3: Relief from various provisions of Ordinance No. 207, to construct the Bannock County 2 inch Bituminous Penetration Surface Type Road, 24 feet in width without curb, gutter, sidewalk and without street lighting and the borrow pit shall serve as the storm drainage system. Item 4: Relief from Ordinance No. 207, Section 2-2-B-lO-b P.V.C. AWWA C-900 Water Line. Item 5: Relief from Ordinance No. 207, Section 2-2-B-lO-b to construct one 12 inch well to provide 300 GPM and three fire hydrants equally spaced on said water system. The larger well and fire hydrants to be constructed in lieu of a recretional site as required by Ordinance No. 206, Section 3-3. Item 6: Relief from Ordinance No. 207, Section 2-2-B-8-b to install individual sewage disposal systems. Item 7: Any and all other items not mentioned above to be in accordance with the present Bannock County Standards and or approvals by Bannock County. Neil Morgan representing Harper, Morgan & Assoc. Inc. informed the commission that the Bannock County Land Use and Land Development Board tuesday night had approved the plat. Engineer Smart expressed his concern for the proposed 50' road easement to the east being taken out of the plat. Mr. Morgan told the commission that the county Land Use and Land Development Board had approved taking this road easement off of the plat. PUBLIC HEARING S & N ESTATES - Mr. Morgan explained that the reasons for Item 2 request was because the overhead lines would line up with the existing subdivision and the cost and maintenance would be less. The power company had been given a copy of the plat and they suggested that the lines be aerial. Engineer Smart expressed concern with Item 4 stating that the city does not use this type of PVC pipe because of some unanswered questions concerning it. Especially those of how it will react to the cold and because it is hard to locate. Mrs Morgan told the commission that plat drawings showing its location would be on file with 'the city and they could be used to locate the pipe. Richard Allen moved to advise the city counsel to accept the preliminary plat for the S & N Estates with the exclusion of the east west road between lots 17 & 18 and to approve the variance requests submitted by S & N Estates with the exception of Item #4 adding that if they use PVC a tracer line should be put in. Janet Williams seconded motion, with all voting in favor. DESIGN REVIEW PERMIT & WAIVING PLATTING - request by Parrish Co. for 4537 Yellowstone. A drawing was submitted by Rodney Parrish. Mr. Parrish explaines that the addition would be mostly a warehouse with a small sales area. The back of the existing store would be torn down. The commission members reviewed the drawings and discussed the proposed addition with Mr. Parrish. Janet Williams moved to recommmdto the City Counsel that we waive the plating requirement for the construction of an addition to existing building at 4537 Yellowstone and further recommended that th~De~ig~r~Review permit be issued. Richard Allen seconded with all voting in favor.
