Present: Acting Chairman LeRoy S.Quick, Commission Members: Sue Parrish, Janet Williams, Myrna Cain, Robert Allen, Ronald Nelson, City Attorney B. Lynn Winmill, Public Works Director Steven Smart, Secretary Dorothy Ward. Pete Anderson and Dee S~alder were excused. Meeting called to order at 8:00 p.m. by Chairman Quick. Chairman Quick asked for any additions or corrections to the minutes of September 6, 1984, there being none, Sue Parrish mad~smotion to accept minutes as written. Myrna Cain seconded motion. Ail commission members voted in favor. PUBLIC HEARING ITEM: PROPOSAL BY ROBERT S. JOHNANNSEN, 2722KRISTEN, FOR A LAND USE DISTRICT CHANGE ON PROPERTY LOCATED NORTH OF EAST CHUBBUCK, immediately west ~ Bunce Subdivision, to.~Limited Residential, (R-i). Property ~ presently zoned Agricultural (A). Chairman Quick opened meeting for public comment. Tim Shurtliff, representing Mr. Johannsen, explained to the commission members the development. He stated it would be developed in a period of probably five years. Mr. Johannsen plans on building the homes to ~11. No lots will be sold, seperately, are the present plans. Mack Losser, 839 Park Lane, Pocatello, Idaho, said he owned adjoining land and thought it would be good, if all the people down the road would have access totheir property. Jerry Myers, 1350 Fern, Pocatello, Idaho, stated he thought change of zoning a good idea. Chairman Quick closed the public hearing and asked for comment from the commission. Steven Smart said he could see no conflict with change of zoning on this property. Robert Allen made motion to recommend to the City Council for their approval, for aLand Use District change on property located north of East Chubbuck Road, immediately west of Bunce Subdivision, to limited Residential (R-i). Property is presently zoned Agricultural (A). Property is owned by Robert S. Johannsen, 2722 Kristen, Pocatello, Idaho. Janet Williams seconded the motion. Roll callvote, Parrish, yes; Williams, yes; Cain, yes; Nelson,yes; Allen, yes; Quick,yes. OTHER BUSINESS: 1. Review of preliminary pat for Johannsen's Bluff Subdivision, located north of East Chubbuck Road, immediately west of Bunce Subdivision. Chairman Quick asked for comment from Steven Smart. Mr. Smart said he had contacted Mr. Shurtliff in regards to the easement boundry. He said theyhad~so discussed the park land or money in lieu off mat is required by city ordinance. Mr. Shurtliff indicated he had discussed the park land with Mr. Johannsen and he was willing to contribute park land. A discussion followed with those present and the commission members about the reserve strip easement. Attorney Winmill stated they would need written consent from land owners that had the reserve strip easement to their property Mike Bunce, Tree Valley Road, was concerned about the road in the winter. John Alder, 52 Yale, said he was one of the adjacent land owners and he said he thought the plan for Johnnsen's Bluff Subdivision was a good one. Discussion followed on the roads into the subdivision. Attorney Winmill said it was important to have consent of land owners to relinquish easement before preliminary plat approved. Janet Williams made motion to table the preliminary plat for Johannsen's Bluff Subdivision until November 1, 1984, to enable Mr. Johannsen to contact those people involved in the easement and to make a decisiop. ~ the park dedication. Sue Parrish seconded the~notion, with ail commission members voti~ in favor. 2. Kim Waldram, waiver of platting requirement, 235 East Chubbuck Road. Mr. Waldram plans on building a commercial building at 235 East Chubbuck Road. Property~presently zoned General Commercial (C-2). This property would fall under the Comprehensive Plan, which requires an additional 8' easement across the front of building site. Commission members discussed the Comprehensive Plan calling for the widening of East Chubbuck. Sue Parrish made motion to waive the platting requirements of the subdivision ordinance for Kim Waldram in exchange for an 8' easement to widen East Chubbuck Road. Myrna Cain seconded the motion.
