HomeMy WebLinkAbout001 05 84LAND USE & DEVELOPMENT COMMISSION MINUTES January 5, 1984 Minutes of the regular meeting of the Land Use and Development Commission held in the city municipal building, January 5, 1984. Present: Chairman Richard Allen, Commission Members: Thomas Nield, Robert Alle~,Dee Stalder, Janet Williams, Ronald Nelson, Pete Anderson, Public Works Director Steven Smart and Secretary Dorothy Ward. Meeting called to order at 8:00 p.m. by Chairman Allen. Chairman Allen asked for any corrections or additions to the minutes of meeting held December 1, 1983. There being none, Robert Allen made motion to accept minutes as written. Ron Nelson seconded the motion, with all commission members voting in favor. PUBLIC HEARING ITEM: 1. A PROPOSAL TO CONSIDER CHANGES IN THE COMPREHENSIVE PLAN, OF THE CITY OF CHUBBUCK, WITH RESPECT TO PLANNED street improvements by adding an additional functional classification, "principal arterial" and to set minimum right-of-way requirements for each of the four classifications. Steven Smart said the City Council had been discussing the street widths. He said there are two or three developments on East and West Chubbuck Road that have caused concern to the council, as Chubbuck Road i~ an arterial street and requires 80 foot right-of-way in the Comprehensive Plan. He said council feels a 66 foot right-of-way would serve Chubbuck Road. He said by adding the classification "principal arterial" to the Comprehensive Plan and making Yellowstone Avenue this classification, rather than "arterial", Then reduce all other arterial streets to "minor arterial" with less right- of-way, which he would recommend to be 66 feet. He said he would recommend Chubbuck Road to be a "minor arterial" the full length~. Pete Anderson said he was concerned about the traffic between the Railroad tracks and Hawthorne Road on Chubbuck Road, especially traffic coming down from the 5ench area, he was concerned about the street being only 66 feet, he felt as this area develops commercially wider streets might be necessary, he said he felt the 66 foot width would be sufficient from Hawthorne to Rio Vista. He al§o asked about Hiline Road, said he understood Pocatello wanted to turn it into a major north, south route. Steve Smart said Hiline was classified as an arterial road, with 80 foot right-of-way. The Comprehensive Plan calls PUBLIC HEARING - CONSIDER CHANGES IN THE COMPREHENSIVE PLAN - for and 80 foot right-of-way, as an arterial street. The Commission discussed the Hawthorne Road by Smith's Food King and the Green T Sport and Tack as not being dedicated. Discussed turning bays. Discussed the width of the Interstate Bridge. Pete Anderson made motion t~ rec6mmend t6 the City Council for approval the classification of streets as "p~incipal arterial", which includes Yellowstone Avenue, to be added to the Comprehensive Plan. Janet Williams seconded the motion. Roll call vote, Nield, yes; Nelson, yes; Allen, yes, Anderson, yes; Williams, yes; Stalder, yes; Richard Allen, yes. Motion made by Dee Stalder to table the consideration of changing the classification of Chubbuck Road until February, and have a public hearing notice published for this change as this public~ hearing notice did not include the changing of the classification of Chubbuck Road. Janet Williams seconded the motion, with all commission members voting in favor. Other Business: 1.3. REVIEW OF THE 'CONDITIONAEUSEpERMIT GRANTED TO VICTOR HERBERT, Bicycle City, to develop a Bicycle Motocross track on Lot 4 Block 1 Pine Ridge Mall Develoment, behind and adjacent to Pine Ridge Mall. Mr. Herbert said program progressed well this past summer, that he was excited about the coming summer. He said he had only one problem, Item #2 of his conditional use permit that required the track to be fenced. He said in his travels to other track, very few were fenced. He said they had had no problems with motorized vehicles using the track. He said that Idaho Falls, Rexburg and Chubbuck tracks were working together setting up schedules for double point races. He said he had made arrangements with the Mall for water to be put out at the tr~6~i~' so they could plant grass to keep the weeds and dust down. Pete Anderson a~ked Mr. Herbert if the city received complaints about mOtorized vehicles from the neighbors, would he be willing to fence at that time. Mr. Herbert said yes he would within a reasonable time. REVIEW OF CONDITIONAL USE PERMIT - VICTOR HERBERT, BICYCLE CITY- Robert Allen made motion that conditional use permit of Victor Herbert, for Bicycle City, to operate a motocross track at the Pine Ridge Mall be renewed for 1984., with operation to be reviewed in November of 1984. That Item #2 of his conditional use permit that stipulated the track be fenced be waived, unless a problem develops, then a thirty day notice will be given for the fence to be installed. Janet Williams seconded the motion, with all voting in favor. 2~ R~.view of variance granted Margaret Ohlin, 4855 Joy, to keep animals on property zoned GenerAl Residential (R-2). Mrs. Ohlin was not present, a certified letter had been sent Mrs. Ohlin requesting her presence, the return receipt had not been received by the city, item tabled until February, 1984. Chairman Allen opened meeting for appointment of a new chairman of the Land Use Commission. Pete Anderson nominated Robert Allen for chairman, Janet Williams seconded the nomination. Robert Allen nominated Pete Anderson for chairman, Dee Stalder seconded the nomination. Thomas Nield moved that they clOse the nominations. seconded the motion. All voted in favor. Janet Williams Chairman Allen asked for a ballots to be marked. Pete Anderson was elected chairman of the Land Use Commission. Chairman Allen turned~the chairmanship over to Chairman Anderson.
