COMMISSION MINUTES September 3, 1987 Minutes of the regular meeting of the Land Use and Development Commission held in the city municipal building September 3, 1987 Present:Chairman Pete Anderson, commission members Robert Allen, Myrna Cain, Larry Call, Council member, Becky Hopkins, Public Works Director Steve Smart, Attorney Lynn Winmill, Secretary Myrna Crapo. Meeting called to order at 7:30 pm by. Chairman Anderson Chairman Anderson asked for any additions or corrections to the August 6 m~nutes. There being none Myrna Cain made motion to accept minutes as mailed. Larry Call seconded the motion, with all commission members voting in favor. GENERAL BUSINESS: 1). THE REZONING OF THE FOLLOWING AREAS from R-2 (Limited Residential to R-1 (Single Family Residential) at Paradise Acres and Greener Pasture. Chairman Anderson explained the reasons for looking at changing the zoning in different areas of the city. He then opened it up for public comment. Kemper Marple of 5661 Eden said he was in favor of going to R-1. felt that 90% of duPlexes are not kept up. He Terrance Ostander of 5606 Eve felt that if th.ec~l~der project went in at the site that we would need more duplexes and this would limit them. However, if the project didn't go in then he would like to see it go to R-1. Lonnie Melton at 5887 Noah was not in favor of duplexes and would like to see it zoned R-1. The commission advised those present about trailors being allowed in R-2 and about apartments in the basement for elderly relatives, if the zoning is changed. Chairman Anderson thanked those present for their attendance. 2). Review of the Standards of the Comprehensive Plan in Reference to annexing and changing of current zoning to comply with current conditions. Attorney Winmill passed out the corrected copies and they were reviewed by the commission. Chairman Anderson read through the corrections that had been made. Land Use & Development Minutes September 3, 1987 Page 2 Attorney Winmill suggested the standards go to the council for their comments first before a public hearing is held. Becky Hopkins asked that the standards be passed out at the September 8 meeting and then be reviewed at the September 22 council meeting. A public hearing is to be held by the Land USe and Development Commission at their October meeting. Robert Allen made a motion to present this to the City Council and get their feelings about it and to also have a public hearing on it and adopt it with the changes that Lynn Winmill is going to make. Myrna Cain seconded the motion with all voting in favor. The areas to be considered next month are Country Acres and Wendell Marshall on the' proposed Marshall Subdivision. 3). Presentation of service pins. Since Dee Stalder was not in attendence his pin will be presented at a later meeting. Robert Allen made a motion ~~/~~ Becky Hopkins seconded. ' P~t~ And~So~.
