HomeMy WebLinkAbout011 05 87LAND USE AND DEVELOPMENT COMMISSION MINUTES November 5, 1987 Minutes of the regular meeting of the Land USe and Development Commission held in the city municipal building November 5, 1977. Present: Chairman Pete ~derson, commission members Robert Allen, Myrna. Cain, Council member Becky Hopkins, Public Works Steve Smart, Secretary Myrna Crapo Meeting called to order at 7:37 pm by Chairman Anderson Chairman Anderson asked for any additions or corrections to the October 1, 1987 minutes. After a discussion it was decided that the line "A full quorum was present for the remainder of the meeting" would be deleted and that "but at 7:50 a full quorum was present" be added at the end of "the meeting was started without a full quorum present." Myrna Cain made a motion to approve the minutes as corrected. Becky Hopkins seconded the motion, with all commission members voting in favor. PUBLIC HEARING ITEM: 1) A PROPOSAL BY RANDY BROADHEAD, 850'Todd for a variance to utilize an existing structure located at 710 Canal for the purpose of storage of commercial materials relating to a cleaning business. Property is presently zoned R-2, Limited Residential. Chairman Anderson opened the public hearing and invited Steve Smart to make a report for the city. Mr. Smart reviewed the application and explained the reasons for having Mr. Broadhead apply for a variance instead oPf a conditional use. The building was to be used for store cleaning supplies. Randy Broadhead, 850 Todd told the commis'sion that the purpose for using the building would be strictly for cleaning supplies storage. He would not advertize or run the business from there. The commission members were invited to ask questions of Mr. Broadhead. 1. Question: Would trucks be parked around it Answer: 2. Question: Answer: 3L QueStipn: Answer: Trucks and vans would be parked there every night The long range plans for the building. To sell the land so a home could be built there What tyPe~of~materialsl, would-be stored there Cleaning chemicals 4. Question: Answer: How often would trucks come and go during the day There could be a daily use at intermintent times. 5. Question: Answer: where would the workers park; would they park there. They would park on the pads there ~at the building. Chairman Anderson opened the hearing up for public comment. Keith Holverson, 698 Canal told the commission that junk was stored there now and that this last summer two fires had been set by the kids. of Mr. Holberson expressed concern~no water being available and about ho'w. secure the area was. He was against the variance being granted. Chairman closed the hearing and opened it to the discussion of the commission. Randy Broadhead told the commission that he wanted to make the property presentable and that he would need to have' water available for fire protection. He would also have a fire extinguisher in the building. The commisSion then asked the following questions of Mr. Broadhead: 1. Question: What time will worker come and go Answer: Basically in the morning at 8 or 9 o'clock. Some night work would start at mid'night or 1 am. 2. QUestion: Answer: Will workers pick up equipment and leave it at midZnight There may be some Becky Hopkins expressed concern with a business in a residential area. The use is not a residential use. The commission members then discussed: Comming and going at night A commercial use in a residential area Setting a precedence Variance requirements according to the code 1. Tied to the land 2. Putting conditons on a variance 3. Why apply for this under a variance Future use of the building Use of the building by employees Increased Traffic Putting conditions such as a. no employees to report there, b. reviewlof the variance in 6 months. Tabling the motion until' Lynn Winmill, attorney could be present Robert Allen made a motion to table this for 30 days until the next Land Use Commission meeting December 3rd. Becky Hopkins seconded the motion. A roll call vote: Myrna Cain, yes; Becky Hopkins, yes; Pete Anderson, yes; Robert Allen, yes. The ~Lotion passed unanimously. (WILSON) BLOOM, 346 Stuart for a conditional use permit for operating a beauty shop in her proposed home at 4858 Shepherd Avenue. Property is presently zoned R~2, limited residential. Engineer Smart reviewed the application. It meets the home occupancy requirements. Mrs. Frances O. Bloom, 346 Stuart, explained that they had a daylight basement. Her beauty shop also contained a sun tanning bed. She worked three days a week and have approximately 8 to 10 people a day. The usual hours worked were 8 to 5. At the most there would be three cars at one time, and 2 could park in the drive-way. The sun tanning bed between December to June would be in use the other days of the week. Chairman Anderson opened the public hearing and invited public comment. There was no public comnent so the public hearing was closed. The meeting was then opened for discussion by the commission. Robert Allen made a motion to approve the conditional use permit for Francis Bloom at 346 Stuart to have a single operation beauty salon with the restriction that she be limited to three cars on the street parking at any one time. Becky Hopkins seconded the motion. A roll call vote: Myrna Cain, yes; Becky Hopkins, yes; Pete Anderson, yes; Bob Allen, yes. The motion passed unanimously. Chairman i Anderson advised the commission that they had finished the neighborhood meetings on the various neighborhoods that they were considering for rezoning. At the next month meeting they need to iniate some discussion on where they want to go from here. Should the commission rezone any of the neighborhoods of leave them as status quo or whatever.
