HomeMy WebLinkAbout008 06 87LAND USE AND DEVELOPMENT~ COMMISSION MINUTES August 6, 1987' MinUtes of the regular meeting of the Land Use and 'Development Commission held in the city municipal building August 6, 1987. Present: Chairman Pete Anderson, Commission members, Sue Parrish Myrna Cain, Bob Allen, Larry Call, Public Works Director, Steve Smart, Secretary Myrna Crapo, Attorney Lynn Winmill. Meeting called to order at 7 30 pm by Chairman Anderson. Chairman Anderson asked for any additions or corrections to the July 9th meeting. There being none Sue Parrish made a motion to accept the minutes as mailed. Myrna Cain seconded the motion, with all commission members voting in favor. GENERAL BUSINESS: THE REZONING OF THE FOLLOWING AREAS from R-2 (Limited Residential)to R'i (single Family Residential): Neider Ste~ded~, ~b~_Subdivi$ion, Alt~r.as Park~,~and~RQy~S~bdivision. e~pl~d the ~zzerence oenween ~-± an~ ~-z ~ones and the reason why the the commission was considering the change. There were 28 .people in attendance at the meeting, all but 2 of them represented the Heights Subdivision. Sixteen people expressed their views before the co~mission. Each one was in favor of. changing the zoning to R-1. The comments made during the fact finding meeting from 'the residents in attendance were: 1. 10% of duplexes limit now in effect 2. The REstrictive~ Covenants being enforced by the citY The traffic saturation with the existing multiple dwellings 4. Heights being a middle income subdivision in which the people took pride in their property, and that when duplexes were allowed it~ tended to draw lower income people who don't care about the appearance. 5. The present property where duPlexes are located has not been kept uP by the developer. 6. There are motor. Cycles using the vacant lots 7. The access into Heights subdivision is limited to three different streets. 8. The traffic problem would increase with additional duplexes 9. The area is presently saturated with multiple dwellings 10. Heights is an area where there are empty lots to be developed as compared with the other subdivision where they are none. 11. More multiple dwellings affect the property value Attorney Winmill explained to the people present that in the future if the zoning was changed to R-1 and they wanted to build an apartment in the basement for their parents, etc. it would not be allowed. The current ordinance would not allow any more 4-plexes even if the zoning wasn't changed; and that the existing multiple dwellings would remain as they are. Also if there is an excess of 10% of duPlexes that no more would be allowed. He explained that class II produCtion buildings would be allowed in R-2. A telephone call had been received by Mike Bell of 5153 'Redfish in which he was not in favor of the change. Next month the commission would invite Paradise Acres and Greener Pastures to the meeting to get their feeling on a zone change in that area. Recognition of Service Pins for serving on the Land Use Commission was presented to: Robert Allen for serving since 1981 Myrna Cain for serving since 1980 Peter Anderson for serving since 1981 2). THE REVIEW OF THE STANDARDS FOR THE COMPREHENSIVE plan in reference to annexing and changing of. current zoning to comply with current conditions. Chairman Anderson read the proposed Land USe & Development Goals and Objectives. The following changes were suggested. Page 2 Line 5 add ~"Choice i~ade or recommendation made or approved" Page 2 Goal 1 line 5 add "preserve the defined open spaces (such as parks and other recreational areas)" Page 3' #1 objective add "within the. citY" delete Page 3 Goal 2 and Page 6 Objective 5 say the same thing Page 6 Goal 4 Line 3 delete "conflicts a~" and add "in ,~eonflicts Page 9 objective i b. add "facilities, streets, and" Page 12 #2 line 2 change district to districts Additions need to inClude professional offices and weed and nuisance ordinance. Commission members were advised that they need to bring their~ copy of the Chubbuck Municipal Code to the next meeting so it maybe updated.
