Present: Acting Chairman Pete Anderson, Commission Members: Kent Kearns, Richard Pearson, Myrna Cain, Council Representative David Landon, Engineer Steve Smart, Project Engineer Gerd Dixon, Attorney Tom Holmes, Secretary Myrna Crapo. Meeting called to order by Chairman Pete Anderson at 8'00 pm. Chairman Pete Anderson asked for corrections or additions to the minutes of January 4, 1990. Kent Kearns asked that page 2 paragraph 1 show the addition of G2 A-L following section 18.12.030· Kent Kearns moved to accept the January 4th minutes as amended. Richard Pearson seconded the motion. All commission members voted in favor. PUBLIC HEARING- A PROPOSAL BY GEORGE SHIOZAWA, 5328 YELLOWSTONE, for a change in land use district upon requested annexation to R-2 for property on West Side of Whitaker Road from city limits going 1/4 mile north (5300 block on Whitaker Road) Chairman Pete Anderson opened the public hearing. no public comments, so the hearing was closed. There were The hearing was then opened for discussion by the commission. Kent Kearns moved that we recommend to the city council that upon annexation the property in question be zoned R-2. Richard Pearson seconded the motion. All commission members voted in favor. Roll call vote- Myrna Cain, yes; David Landor, yes; Pete Anderson, yes; Kent Kearns, yes; Richard Pearson, yes. REVIEW OF PRELIMINARY PLAT OF AMERICAN HERITAGE, INC., 920 Deon, a subdivision located on a tract of land in the east half of the southwest quarter of section 4, township 6 south, range 34 east, Boise Meridian, lying immediately north of Heritage West Subdivision, comprising 2.86 acres. Chairman Anderson asked for comments from the city staff. Engineer Steve Smart showed the commission the drawings of the subdivision. Planning and Zoning minutes February 1, 1990 Page 2 Project engineer Gerd Dixon explained the set back on some of the lots. There would be a cash contribution in lieu of land for the park. Chairman Anderson opened the meeting to public comments. There were no public comments. The commission then discussed- 1. If the park funds were sufficient 2. Whether the money was a dedicated fund Chairman Anderson then closed the public hearing. Kent Kearns made a motion that we recommend to the city council acceptance of the preliminary plat of the American Heritage West Phase 2 Subdivision. Myrna Cain seconded the motion. Roll call vote- Myrna Cain, yes; David Landon, yes; Pete Anderson, yes; Kent Kearns, yes; Richard Pearson, yes. Chairman Pete Anderson opened the meeting to public comment. There were no public comments so the public hearing was closed. The commission then discussed the proposal. David Landon moved to recommend to the city council the annexation and zoning to Single Family Residential (R-l) the property in the east half of the southwest quarter of section 4, township 6 south, ranger 34 east, Boise Meridian.
