Minutes of the regular meeting of the Land Use and Development
Commission held in the city municipal building July 9, 1992.
Present: Chairman Kent Kearns, Commission Members: Richard
Pearson, Betty Poole, Mary Harker, Myrna Cain; Council
Representative LeRoy Quick, Attorney Tom Holmes, Project
Engineer Gerd Dixon and Secretary Myrna Crapo.
Chairman Kent Kearns called the meeting to order at 8:00 PM.
Chairman Kearns asked for approval of the June 4, 1992 minutes.
Mary Harker moved to approve the minutes with Betty Poole
seconding. Ail commission members voted in favor.
Chairman Kearns asked if any member of the commission had a
conflict of interest with anything on the agenda. There was
none.
PUBLIC HEARING
A PROPOSAL BY THE CITY OF CHUBBUCK TO CHANGE THE CITY'S
COMPREHENSIVE PLAN LAND USE PATTERN for that portion of the
Northeast Quarter (NE 1/4) of section 11, Township 6 South,
Range 34 E.B.M. lying east of Interstate 15. It is proposed
that the LAND USE PATTERN BE CHANGED FROM SINGLE FAMILY
RESIDENTIAL (R-i) TO GENERAL COMMERCIAL (C-2). Streets
affected by the change will be East Chubbuck lying east of I-
l5 and Fairgrounds Road.
Chairman Kearns opened the public hearing and asked for public
.input, there was none.
Chairman Kearns asked for input from the city staff. Gerd
Dixon discussed the area--it was not suited for residential
uses .
The Public hearing was closed and opened to the commission for
discussion.
The commission then discussed:
1. The area that would be affected by the change. The change
would affect a small area.
3. The reason for the change.
4. The types of business that might be built up there and the
future of the area.
Mary Harker moved to recommend to the council acceptance of
the proposed change in the comprehensive plan land use pattern
from R-1 to C-2. Myrna Cain seconded.

Roll call vote: Richard Pearson, yes; Betty Poole, yes; Mary
Harker, yes; Kent Kearns, yes; LeRoy Quick, yes; and Myrna
Cain, yes.
Chairman Kearns informed those present that they had 25 days
to appeal this decision.
GENERAL BUSINESS:
1. Findings of Facts and Conclusions of Law for Charlie
Frasure-John Murray self-service storage units.
Betty Poole moved to accept the findings of fact and
conclusions of law for Charlie Frasure-John Murray application
for conditional use permit. Myrna Cain seconded.
Roll call vote: Richard Pearson, yes; Betty Poole, yes; Mary
Harker, yes; Kent Kearns, yes; LeRoy Quick, Yes; Myrna Cain,
yes.
Myrna Cain moved to adjourn at 8:40 pm with Mary Harker seconding.
