Chaiuman Kent Kear'ns calied the meeting to order at ,_,: O0 p.m. Chairman Kearns asked fox' approval of the minutes of December 5, 1991 . Myrna Cain moved to approve the minutes as mai]ed, Betty Poole seconded with all commission members voting in favor. Chairman Kearns asked if an)- member of the commission had a conflict of interest with anything on the agenda. There was llone . PUBLIC HEARING: I. A PROPOS~L BY AMERICAN HERITAGE FOR A t.r~.,,[~'"'~.~ IN LAND DISTRICT UPON- REQUESTED ANNEXATION TO SINGLE FAMILY R~..SIDENTIAI., (R-l) for property located on the north end of Freedom and Independence Streets. Chairman Kearns opened the public heari]~g. Tim Shurtliff, 4943 Redf_~ sh representing American H,~ri rage told the commission that mo'atly this proposal was Jn a~reeme~t to> that which was prex ioualy submitted. Steve Smart, PWD in[or-med the co~nmission that this application was ~n a~reement with t. he comprehensive plan. Chairman [2earns closed the public hearing. Pete Anderson moved to recomme~d to the city council annexation of this pi~operty and witl, t}~e designation of R-1 Zone. }!Nuns Cain seconded the mot ion. FOR A REVIEW OF PRELIMINARY PLAT OF HERITAGE WESY XO. 3 SUBDIVISION, a a~bdivision looated on a tract of land at the north Freedom a~d Independence Streets. Chairman Kent Kearns opened the pubic hearing. Tim Shu?tliff' told the commission that this plan meets the requirements of the cities ordinances. Steve Smart, Public Works Director informed the commission that dedicated park money was collected at each phase to guarantee the park area. The commission d~scussed money collected for' the parks. Hawthorne would like to see a~other access into the subdivision for emergency vehicles. Hawthorne Road has a traffic congestion problem now, as it is a narrow road. Mr. England wo~ild like to see a traffic count taken. The park development should al.~o be done by the developer, and include play ground equipment, sprinklers, etc. Ted Nobles, 13243 W. Siphon is the property owner on the west side. They are not planning to develop their property in the near future and would like a fenice across the back of the property. He was concerned about the 6" water line not l>eing large enough. Gena Whltworth, 15099 Siphon Road would like a 6' fence on the North part of the property. LeRee Noble, 1.3243 W. AN APPLI_ATIONC' ~ BY ROI' J. LACEY, FOR A REVIEW OF iPRELIMINARY PLAT OF ESPIE Subdivision, a subdivision located on a tract of ].and on the west side of Hawthorne Road 5500 block. Chairman Kearns opened the public hearing. Ray England requested that' the city co~sider a change of zoning along Hawthorne Road due to the traffic and that the canal be covered. There being no further test, imon}, Ithe hearing was closed. The commission discussed the: 1. Width of Hawthorne Road 2. Having only one access into the subdivision for emergency vehicles. ~. Location of sewer on t~e west end of the property 4. Fence al. ou]-~d propertM 5. The plat will be developed in phases; cash in leu will be collected dur'in~ each phase in order to ~uarantee a park Mr. Lace}: said he would be willing to put up a net fence o:n the North and West side of the property. Pete Anderson made a motion to recommend approval of this plat 'to the city council ~'ith the following conditions: ]. Also that a stub on the north, 50' of ~ ~ ~o~ 8 in block 2 be provided to accommodate a fut~re access onto Hawthorne Road. 3. From safety standpoint that something needs to be done at [.he ~ntersection o? Darris and Hawthorne as far as tl~e canal is concerned, a ~uard rail , barrier, etc, because of a potential safety problem, Richard Pearson seconded the motion, roll call vote: Pete Anderson, yes; Richard Pearson, yes; Rubon Robello, yes; Kent Kearns, yes; Betty Poole, yes; Myrna Cain, yes; Dean Wood, abstain. A PROPOSAL BY THE CITY OF CHUBBUCK TO AMEND THE CIIUBBUCK LAND USE OBDINANCE ADDING DEFINITION OF SCREENING FENCE AND SOLID FENCE to the ~eneral land use definitions and amend the conflicti, n~ sections of the code. }lyrna Cain moved to recommend to the city council that the~ adopt the proposed definitioh for screening fence and solid Fence and add them to the general land use definition. GENERAL BUSINESS: 1 Don Galligan from Bannock Planning '~ o' · ,~r~anization, on the comprehensive plan. Mr. Gall io~an presented to us the s'ta_~es to develop the comprehensive plan. 1. Data Oollection 2. Analysis of Data 3. Formulation of policy around analysis and ~,r'ite up of plan The commission then looked at the inforntation that had been col]_ected thus far'. The city needs to address communit} design and form~;late a statement to include in the comprehensive plan. The commission discussed ways to ~et public input and decided that a public meetin~ with the council and commission held the last of February or the 1st of }larch would be best,. 2. Approval of findin~ of fact for Stan Lebsack. Richard Pearson moved to accept the findin~ of fact with Betty Poole seconding.
