Minutes of the regular meeting of the Land Use and Development
Commission held in the city municipal building August 6, 1992
Present: Chairman Kent Kearns, Commission Members: Richard
Pearson, Mary Ha. rker, Kent Hill; Attorney Tom Holmes, Public
Works Director Steve Smart, Project Engineer Gerd Dixon and
Secretary Myrna Crapo.
Chairman Kent Kearns called the meeting to order at 8:10 PM. There
were only 4 members present which did not constitute a quorum,
so no official action was taken.
Those present discussed the Urban Renewal Plan. Todd Hong of
SEICOG was there to answer questions from the commission.
The tax increment financing was explained as relating to the Wal
Mart taxes. Tax increment financing is using the additional
tax money that is generated by a new business for city
improvements. The time table for the passing of the urban
renewal plan is important. The Land Use will review the plan
and submit recommendations to the City Council on September
10.
The capital improvement plan should be included in the Improvement
Plan.
