The meeting was called to order by Chairman Kent Kearns. The first
item for discussion was:
A proposal by RaNae Worthen, 730 E. Chubbuck Road, Chubbuck,
Idaho for a conditional use permit for an RV storage located
north of 242 and 244 E. Chubbuck. Property is presently zoned
Industrial (I).
The commission members discussed:
1. Ordinance on fences, they can store vehicles up to the
fence.
2. The neighbors are concerned about the road easement.
3. R.V. dump site requirements
4. A welding business that will be going on there
5. Street requirements- for curb, gutter and sidewalk on both
sides of the street.
6. Whether a security dwelling on top of the building would be
conditionally permitted.
7. The need for at least one dry well and paved access from
street into designated parking spaces.
A proposal by the City of Chubbuck amending section 17.16.070
to provide for a three year warranty period on improvements
dedicated to the public.
The commission members discussed:
1. Five years as compared to three years and two years.
2. Pro-rated guarantees
3. Need that length of period for settlement of trenches to
show up.
4. Cost to the contractors
5. Bonding companies and their requirements.
Discussion on a proposed ordinance to decrease the minimum
area required for a plan unit development.
The commission discussed:
1. R-1 being 1/2 acre or 1 acre. One was decided on.
2. Residential controls through conditional use process.
3. Residential other than R-1 being ok with no minimum area
4. The purpose of the ordinance being to fill in the vacant
lots in the city.
5. Larger houses on small lots
6. The need to protect R-1 zones in the city
7. Alleys and common ground areas.
8. Five acres for commercial use instead of the one acre

9. Five acres for industrial being ok.
10. Three acres instead of one acre for residential use with
subordinate commercial or industrial uses.
Discussion on a proposed ordinance to provide bay windows may
extend into the front yard setback up to ten feet.
Everyone agreed that this was ok.
Meeting was adjourned at 9:25 P.M.
