HomeMy WebLinkAbout003 17 94 Special MeetingLAND USE AND DEVELOPMENT MINUTES March 17, 1994 Minutes of a special meeting of the Land Use and Development Commission held in the city municipal building. Present: Chairman Kent Kearns, Commission Members: Myrna Cain, Richard Pearson, T. Kent Hill, Mary Harker, Pete Anderson; Public Works Director Steve Smart, Project Engineer Gerd Dixon, and Secretary Myrna Crapo The meeting was called to order at 7:00 p.m. GENERAL BUSINESS: David Wessell the planning and project director of the comprehensive plan update presented to the commission a comprehensive plan analysis review. He presented two reports (1) Economic Analysis and (2) Demographics report. The population growth from 1990-1993 was based on the following I.S.U. enrollment as 54%, School Enrollment at public schools 30%, Social Security as 4% and Households without school age children as 2%. The housing areas in the area are tight and there is a housing crunch. The city population projections presented to the commission. for the year 2015 was Chubbuck has a lot of opportunity to develop as a small town, small neighborhoods, or small urban scale. They were projecting existing trends as to the way the area would develop. Two plans were presented (1) with the interchange going through on Siphon Road and (2) without that interchange. Employment in the different areas would be affected by that interchange. A 2015 projected employment increase was presented by Jason Surface. The next steps in the comprehensive plan process are: 1. Brainstorming mode 2. Meeting more regularly 3. By the middle of August we need a set of alternatives for each of the elements. 4. August to September put this before the public 5. September start the selective process. It is time to dream a bit, speculate a bit and draw some pictures. Land Use and Development Commission Page 2 March 17,1994 A time line will be mailed out by David Wessell in his next mailing. The commission discussed setting up study session prior to our meetings. After discussing various times to meet it was decided to meet each month on the Thursday after the public hearing notices are mailed out which is the 3rd Thursday. Pete Anderson brought up the issue of having the Design Review Committee brought back into the Land Use Commission.
