The commission discussed James Thilmont proposal for a conditional use permit for a used car sales at 4613 Yellowstone. Items of consideration were: 1. Landscaping - using the grouping of trees to allow for more frontage. 2. Making gravel dust free and the availability of a retardant. 3. The paving of lots as a condition. We need to change the ordinance to allow for this. 4. Paving of access from curb cut to required parking. 5. Mr. Thilmont needs to provide better dimensions. We need from the back of the curb to front of the house and from the back of the curb to line on current drawing. 6. A sign post is already in place. David Wessel, Bannock Planning Organization, talked about focusing in and giving direction to the comprehensive plan. The analysis shows that 1% vacancy will occur by the end of 1994. The rental prices will keep going up in the area. There is a need for park land in the NE and NW areas of the city. Parks should be entirely surrounded by streets. Mr. Wessel then produced determine areas on the map. 1. Neighborhoods 2. Barriers or dividers 3. Parks 4. Landmarks 5. Entries into the city 6. Commercial areas a map and had the commission ~[~-nt Kearns, Chairman
