HomeMy WebLinkAbout008 04 94LAND USE AND DEVELOPMENT MINUTES August 4, 1994 Minutes of a regular meeting of the Land Use and Development Commission held in the city municipal building. Present: Chairman Kent Kearns, Commission Members: Richard Pearson, Mary Harker, Council Representative Dean Wood; Attorney Tom Holmes, Public Works Director Steve Smart, Project Engineer Gerd Dixon, and Secretary Myrna Crapo The meeting was called to order at 8:10 p.m. Chairman Kent Kearns had a correction for the July 7 meeting on page 7. The commission vote needed to be added to the minutes. Dean Wood moved to approve the July 7 minutes as corrected, and to approve the July 21 Study session minutes; Mary Harker seconded with all voting in favor. Chairman Kearns asked if any of the commission members had a conflict of interest with any of the items for public hearing. There was none. PUBLIC HEARING: 1. A PROPOSAL BY JAMES E. THILMONT, 2705 LOIS LAND AVENUE, POCATELLO, IDAHO FOR A CONDITIONAL USE PERMIT FOR A USED CAR SALES AT 4613 Yellowstone Avenue, Chubbuck, Idaho. Property- is presently zoned, (C-2). Chairman Kearns read a statement by Attorney Tom Holmes informing the commission that he represented James E. Thilmont on matters unrelated to this application. Mr. Thilmont addressed the commission informing them that he wanted to utilize the property and make some money off of this piece of property. He doesn't want to put a lot of money into the area by paving as he plans on selling the property. Mr. Thilmont enjoys buying and selling cars. The cost is prohibitive for paving the whole area. The back piece of property is used for RV over night camping and he now has about 7" of gravel in the area. Chairman Kent Kearns addressed paved parking and dust retardant being desired by the commission. PUD Steve Smart explained that the ordinance requires off street parking and the access from the street to it be paved. Chairman Kearns opened the meeting for Public testimony. The previous uses for the area 2. If there would be someone living on the site. 3. What was going to be done with the house. 4. The zoning of the area and if this was an allowable use. Gerd Dixon, informed the commission that there would be 2.4 spaces required for parking. Richard Pearson moved that we accept the proposal by James E. Thilmont, 2705 Lois Lane Avenue, Pocatello for the conditional use permit for a used car sales at 4613 Yellowstone, Chubbuck as long as it meets all of the requirements of the city ordinance. Mary Harker seconded with roll call vote: Richard Pearson, yes; Kent Kearns, yes; Mary Harker, yes; Dean Wood, yes. 2. A PROPOSAL BY THE CITY OF CHUBBUCK AMENDING SECTION 17.12.050 TO CHANGE THE FEES FOR PLAT REVIEW AND TO ELIMINATE THE REQUIREMENT THE DEVELOPER DISTRIBUTE COPIES OF THE PLAT TO PUBLIC UTILITIES AND AFFECTED GOVERNMENTAL ENTITIES. Chairman Kearns opened the meeting to public comment there being none he turned it over to commission for discussion and a motion. Mary Harker moved that we accept the amended ordinance 17.12.050 as presently written. Dean Wood seconded with a roll call vote: Richard Pearson, yes; Kent Kearns, yes; Mary Harker, yes; Dean Wood, yes. GENERAL BUSINESS: 1. Discussion on proposed ordinance amending chapter 18.14 to clarify the amount of a landscaped area that may be in no grass or ground cover. Dean Wood talked about the Hitchin Post bushes blocking the view and having to pull out to see the traffic. After a discussion the commission decided to table this items until Tuesday at 5:30 pm and have a joint meeting with the council. 2. Approval of Finding of Fact for Anna Palmer. Mary Harker moved that we approve the findings of fact for Anna Palmer. Richard Pearson seconded with all voting in favor. Land Use and Development Commission X—N Page 3 August 4, 1994 3. David Wessel report on the comprehensive plan. David reviewed the map that was put together at the work session. He talked about neighborhood vs subdivision; and drew different districts such as restaurants, retail and etc. David then discussed: 1. Having parks in a 10 acre grid. 2. Using the canals to make bike paths. These paths could connect to some of the parks. 3. Hotel and entertainment district at the entrance to the city. A golf course being put in next to the hotel district. 4. The growth of the city being to the North. 5. The center of town being eventually Siphon and Yellowstone and having a circular green, city hall, library, high school and civic center. 6. One option being a park at the center for focus for a neighborhood; and having a pedestrian path to the park. 7. Second option has alleys access to higher density. Houses looking on the park. Either lower density with high value homes or higher density like town houses. 9. Good access management onto streets with common parking lots in the rear. 10. Dividing medium down Yellowstone. 11.
