Mlnutes of regular meetlng held at Ellis Elementary School,
September 14, 1993.
Present: Mayor John O. Cotant, Councli members Leroy S. Qulck,
Steven m. mngland, David A. Landon, W. Dean Wood, Pubilc Works
Director Steven M. Smart and City Clerk Ron C. Conlln.
Attorney Thomas 3. Holmes was excused.
Meeting was called to order at 7:3~ p.m. by Mayor Cotant.
APPPOVAL OF MINUTES Mayo~ Cotant asked fo: corrections or
additions to reguls? meeting mlnutes of August 24th., 1993.
Councilman Wood moved to approve regular meeting minutes of
August 24th., 1993 as read, Councilman England seconded. Ail
council members present voted in favor of motlon.
RESOLUTION #6-93 A resolution proclaiming a General City
Election, to be held on November 2, 1993, designating the
polling place, designating the ~egistra~, and deputy
registrars, and orderlng the City Clerk to give notice of such
election.
Mayor Cotant read Resolution #6-93 in full.
Councilman England moved to adopt Resolution #6-93 as read.
Councilman Wood seconded. All council members present voted
in favor of motion.
RESOLUTION #7-93 A resolution authcrlsing entering into an
equipment finance agreement, for the purpose of financing the
acquisition of Two 1993 KME Commercial Pumpers.
Mayor Cotant read Resolution #7-93 by title only.
Dwaln Kinghorn, 145 Hlway Ave. questioned why the City needs
two new fire trucks, when the other two have been serving us
well.
Fire Chief Cary Campbell stated the new trucks meet NFDA
Requirements. FC Campbell said the older trucks are six or
seven years old, the City received all monies out of them the
City put into them. Mandates require the City keep up with
certain requirements, the new trucks meet all requirements.
Councilman Wood moved to adopt Resolution #7-93 as read.
Councilman England seconded. All council members present voted
in favor of motion.

WATER TREATMENT ALTERNATIVES DISCUSSION - PWD Smart passed to Mayor
Cotant, Council and residents present, a water treatment cost
analysis on Air Stripper/Reservoir, Air Stripper/ Wellhead,
GAC at reservoir, GAC at wellhead, chem. ox. at reservoir,
chem ox at wellhead, New production well and Secondary water
system.
Council Invited residents to thls meetlng to get lnput on
feelings of water treatment alternatives.
PWD Smart stated the Stuart Park and H-~ltage West Wells
are out of compliance wlth the Federal and State Regulations.
Mayor Cotant stated the Clty is testing the wells on a regular
basis.
Llnda Smlth, 492i Cole spoke in favor of installing a
secondary water system. Mx. and Mrs. Smith said with the rates
the way they are ~-~ow, if you keep your lawn arid gardens green
you are penalized.
Mayor Cotant stated to adequately supply culinary water
have required fire hydrant pressure, the City needs to
install another well.
and
Mayor Cotant stated, if the City decides to go with the
secondary water system, a line will be run to the lnd!viduai
property tines, from there, it will be individual property
owners responsibility to run line to their homes.
Dwain Kinghorn stated he did not think a secondary irrigation
system would work. Mr. Klnghorn stated lots, with weeds, Junk,
etc. has a lot more to do with contamination than the dry
cleaning solvent cleaner causing it. Mr. Klnghorn stated he
is against the City installing a secondary water system to
correct the contamination problem.
Councilman England stated the reason the city is looking at
a secondary system is because 65% of water is used for
irrigation, 45% is for culinary use, if we treat the 4~%
only, it would save a lot of monies.
PWD Smart explained the water treatment alternatives.
Erlc Stewart, Stewart Engineering said the City should do
nothing, he felt there is not a problem with the water at this
time.
After considerable discussion, it was the consensus of the
residents present, the City should proceed with drilling two
new wells, if the contamination continues, look at some of the
other alternatives.

CLAIMS Computer print-out claims presented to Mayor Cotant and
Council.
Councilman Landon moved to approve computer print-out claims
as read. Councilman Wood seconded. All council members voted
in favor of motion.
At i~:12 p.m., Councilman England moved, Councilman Wood seconded,
with full council appsovai to adjourn meeting.
